-본 논문에서는 치안활동과 치안제도의 변화요인 및 새로운 경향 그리고 한국적 특색과 새로운 패러다임의 모색에 대하여 고찰하였다.본 논문의 제Ⅱ장에서는 치안활동을 국가의 치안질서유지를 위한 사회통제수단으로서 파악하였다. 그리고 치안제도의 변화요인으로 지식정보화, 세계화, 분권화, 친환경화 그리고 탈현대주의에 대하여 고찰하였다. 제Ⅲ장에서는 치안제도의 새로운 경향으로 혼성적 치안기구의 등장, 경찰업무의 민영화, 공사 치안기구의 역할분담 구조의 발전, 국가 치안조직간 역할분담의 국제적 체계 등을 살펴보았다.제Ⅳ장에서는 치안에 대한 한국적 특색에 대하여 고찰하고, 변화하는 치안환경에 따라 사회치안지수를 향상시킬 수 있는 새로운 패러다임을 모색하였다. 그리고 기존의 공급자 중심의 치안서비스 공급체계에서 수요자 중심 즉, 고객지향적 치안서비스 제공을 강조하였다.
Abstract
In this thesis, studied primary factors of changes in policing activity and policing system, Korean characteristics and new trends of them. In the clause no. 2, understand the policing activities as a mean of controling society to maintain the national policing order. and verifies the knowledge information, globalization, decentralization of authority, environmentalism and de-modernization as the primary factors of changes in policing system. In the clause no. 3, as a new paradigm of policing system, examine the appearance of hybrid policing organization, privatizing of police works, development of role allotment structure of public and private policing organizations and the international system of role allotment between the national policing organizations. In the clause no. 4, studying the Korean characteristics of policing, seek a new paradigm according to changing policing circumstances to improve the social policing index. And stress on customer centered police service, (i. e. customer-oriented policing service) against existing provider centered policing service.
