경찰제도의 시대적 변화와 자치경찰도입유형에 관한 연구

본 논문의 목적은 우리나라의 자치경찰의 바람직한 대안을 제시하는 데 목적이 있다. 그동안 우리나라는 국가경찰 독점체제와 지방자치제도를 실시하면서도 치안에 관한 문제는 중앙정부 집권화 체제를 유지해 왔다. 선진 국가에서는 이미 자치경찰제를 실시하여 경찰의 치안질서 유지뿐만 아니라 지역사회주민을 위한 봉사기능을 수행하고 있다. 시대변화에 따라 새로운 제도가 필요하듯이 우리나라도 경찰제도의 변화가 필요한 시점에 이르렀다. 최근 분권화가 사회적 이슈이다. 지방자치의 완전한 실현을 위해서는 행정의 분권, 교육의 분권뿐만 아니라 경찰의 분권이 실현 되어야 한다. 본 논문의 전개는 제1장에는 지방자치의 필요성에 대해서 서술 했으며, 제2장에서는 경찰의 임무와 그동안 경찰이 어떻게 변화되고 있는 지를 살펴보고, 제3장에서는 미국경찰 제도를 중심으로 한 분권형 체제, 프랑스경찰 체제를 중심으로 한 집권형 체제, 그리고 일본을 중심으로 한 체제를 비교하였다. 마지막으로 우리나라의 경찰제도가 시대적으로 어떻게 변화되었가를 살펴봄으로서 앞으로 실시될 바람직한 자치경찰모델을 제시하고자 한다.
Abstract
The purpose of this paper is to present desirable alternatives of autonomous police in Korea. In the meantime, Korea has carried out the monopoly system of the state police and the local autonomy system, but the issue of security has maintained the central government system. In the developed countries, the local police system is already being implemented to maintain police order and to serve the local community. Just as a new system needs to be changed according to the changing times, our country has come to the point where it is necessary to change the police system. Decentralization is a social issue in recent years. For the full realization of local autonomy, the decentralization of the administration, the decentralization of education, and the decentralization of the police should be realized. The first chapter describes the need for local autonomy, Chapter 2 explains the police duties and how the police have changed in the past, and chapter 3 reviews the decentralization, The ruling system based on the French police system, and the system based on Japan. Finally, I will present a desirable autonomous police model to be implemented in the future by examining how the police system of our country has changed in the time
