-미국과 일본과 같은 구미 선진국은 이미 노인문제를 심각하게 대두되고 있는 사회문제중 하나로 인식하고 있으며 이에 대응하여 다양한 노인복지정책을 추진하고 있다. 이러한 노력의 일환으로 선진국은 노인을 위한 충분한 편의시설을 갖춘 고령자용 주택을 공급하는 등 노인주거복지정책을 오랫동안 주도적으로 추진하고 있다. 한국은 2004년 65세 이상 노인인구가 420만에 이르고 있는 등 이미 고령화 사회에 진입하였으며 고령화도 다른 OECD국가에 비해 2～3배 이상 빠르게 진행되고 있는 실정이다. 그럼에도 저소득노인을 위한 실비노인주택은 전혀 공급되지 않고 있으며 노인주거복지정책의 기본방향이 아직 설정되지 못하고 있다.이러한 때에 낮은 임대료로 오랫동안 안전하게 거주할 수 있는 국민임대주택이 저소득 노인의 주거문제 해결의 대안이 될 수 있을 것이다. 즉, 국민임대주택 중 일부를 충분한 설비와 각종 노인복지시설을 동시에 갖춘 고령자용 국민임대주택으로 사용할 수 있을 것이다. 다만, 고령자전용주택의 공급은 노인복지의 필요조건이지 충분조건이 아님을 인식하고 노인주거복지 정책의 기본방향을 올바르게 설정하고 다양한 수요에 부응하는 다양한 노인복지정책을 강구해야 할 것이다.
Abstract
Advanced countries like the US and Japan are trying to improve conditions for senior citizens and the quality of their lives using diverse welfare policies. Because they know that senior citizens problem is one of the serious emerging issues. As part of the effort, they have been driving senior housing welfare policy initiatives for a long time. Mainly, constructing senior housing equipped with sufficient comforts and conveniences for the elderly. Korea is also one of the aging society. The population of the elderly over 65 years old was 4.2 million in 2004. And the society is aging faster, two or three times faster than other OECD countries. But there is no nominal senior housing constructed for low income senior citizens and the basic direction of senior housing welfare has not been established yet. At present, public housing can be a good alternative to senior housing problems because of many advantages of the public housing ; low prices, sufficient supplys and availability of long occupy. Recognizing that serving sufficient supply of elderly is necessary. the Government should determine the build direction in senior housing welfare and formulate measures to meet the needs of Korea's senior citizens.
