뉴거버넌스 시대의 경찰조직 개혁 방안

Abstract

Although the police organization has striven considerably to maintain firm security, it is not still wholly supported and trusted by the nation in spite of such dedicated effort and visible result of security. Such problem was derived from inability and intemperate exercise of public power shown at the site, insincere, high-handed and unkind posture in contacting the people, diverse and incessant corruptions and demeanor. The police organization has incessantly pushed forward reform innovation to solve these diverse problems. Although there were several attempts to improve the problem faced by organization in the name of reform and innovation in the past, they went adrift losing direction when in lost the basic recognition that police exists for the nation. After all, it is required to strive to grasp the complaint borne by policemen at the site and the cause of nation’s distrust over the police and to systematically change the paradigm of police activity in accordance with fundamental and principle on the basis of ‘nation and site,’ For successful police reform, the effort for successful police reform is indispensable for the existence of police organization and all policemen should understand that the development of police can be promoted, the position of personal policeman can be heightened and inferior service environment can be improved through it. This study intends to view the theoretic background of new governance and police reform in order to discuss the reform program of police organization in the age of new governance and to present the reform programs of police organization such as implementing education & training for customer satisfaction based on the present situation of reform of police organization and result of safety level felt by nation, expanding police service mainly for demander, spreading police learning organization, introducing and settling autonomous police, etc.
