Abstract

Policy-Cooperation system between the Ruling Party and the Government is significant concept, because the cooperation is agreement between the policy efficiency and a national representative. This policy has been administered officially since the 3rd Republic and it played important roles in deciding vital policies. Until the Participative Government, this policy-cooperation system had been government driven form which the President concurrently hold president of Ruling Party as additional position. In the Participative Government, it assumes the form of mutual independent. Based on assumption that various factors influence 'Policy-Cooperation system between the Ruling Party and the Government', this study classified factors into two classes, systemic aspect and operational aspect. And subordinate variables are operationalize to build analysis framework. Furthermore, according to the framework, we analysis 'Policy-Cooperation system between the Ruling Party and the Government' of successive policy powers. This study concluded that relation between President and the Ruling Party, duration of seizure of political power, position of the Ruling party in the National Assembly, and participation level of public society are significant affecting factors. This conclusion can contribute next Government to operate its Policy-Cooperation system between the Ruling Party and the Government by suggesting the significant affecting factors.
