현재 한국의 대통령과 여당 간 관계는 종래 대통령이 여당총재를 겸한 경우와 달리 대권과 당권이 분리된 체제에 기반을 두고 있다. 본 연구는 이러한 대권당권분리형에서 대통령과 여당 간 협력관계를 어떻게 설정하는 것이 바람직한가에 목적을 두고 있다. 이를 위해 본 연구는 대통령과 여당 간 관계에 영향을 미치는 요인을 당청 간 공식적 정책협조기구와 대화채널, 대통령의 정당 역할에 대한 인식, 여당의 의회 내 위상 등 환경적 요인 등으로 설정하고 이들이 우리나라 역대정권에서 양자관계에 어떻게 영향을 미쳤는가를 분석하였다. 본 연구의 분석결과 및 정책적 시사점은 다음과 같다. 첫째, 당청 간 공식적 정책협조기구와 대화채널 운영이 대권당권분리형이 대권당권통합형에 비해 미흡한 것으로 나타났는데, 앞으로 분리형에서 더욱 활성화될 필요가 있다. 둘째, 대권당권분리형에서는 당청협조에 있어 대통령이 적극적인 참여와 노력을 경주할 필요가 있다. 셋째, 당청 간 협력관계는 대통령의 정당활동에 대한 인식과 여당의 의회 내 위상 등 여러 가지 환경적 요인에 의해 영향을 받는다. 따라서 대통령의 정당활동에 대한 인식제고와 정당의 환경적 요인에 대한 관리 및 통제 역할이 중요하다.
Abstract
Now relation between the President and the ruling party in Korea is based on the system devided into presidential power and partial power. Therefore, collaboration between two parts is very important. This study is aimed at building efficient relations between the President and the ruling party. This study categorized factors affecting collaboration between two parts as four factors: Formal policy-cooperation system, Conversation channels between two parts, and President's recognition on party role, and environmental factors etc. As result of analysis, following suggestions can be given. First, formal policy-cooperation system and conversation channels between two parts must be more activated in the Integrated-type of Presidential power and partial power. Second, President must participate in formal policy-cooperation system and attach importance to Parliament's role. Third, President's recognition on the role of ruling party must be exchanged.
