민영화에 대한 요구가 높아가고 있는 가운데, 우정사업의 민영화에 대한 준비도 꾸준히 계속되어 왔다. 본 연구에서는 민영화를 전제로 우편과 금융의 분리·통합문제를 검토하고, 우편의 보편적서비스와 금융의 보편적서비스 확보를 위하여 우편과 금융의 통합을 주장한다. 우편과 금융의 보편적서비스 확보는 공익의 차원에서 매우 중요하다. 외국의 사례에서도 우편과 금융이 분리되는 경우 보편적서비스의 질적인 저하가 발생하였으며, 금융의 보편적서비스 확보를 위하여 또다시 우체국을 활용하는 등 여러 가지 폐해가 발견되었다. 우편과 금융을 분리하여 우체국 금융이 담당하였던 부문을 민간이 흡수하는 대신, 정부가 보편적서비스의 확보를 위하여 또 다시 세금 등으로 재원을 마련한다면, 민영화로 인한 수혜는 금융부문을 맡게 되는 민간 기업에게 돌아가게 되고, 재원을 부담하는 일반 납세자는 손해를 보게 된다. 우편의 보편적서비스를 위하여, 그리고 금융의 보편적서비스를 위하여 통합이 유리하고, 우편사업의 미래상을 생각할 때에도 통합이 유리하다.
Abstract
This study examines whether or not we need to split Korean postal system into two business units: mail delivery and savings & insurance when privatizing Korean postal system. While critics hold that the postal service is not only a monopoly but is also a government bureaucracy, a wave of postal privatization is sweeping Europe, New Zealand, Japan, and elsewhere. Many hold that privatization is likely to be much more effective than public enterprise in providing incentives for the postal service to succeed commercially. One of the major reasons for the argument is that the postal service lacks the profit motive. However, the postal service is required to provide universal service to its customers. This means that it makes postal service available to the entire population of Korea, regardless of distance or one’'s ability to pay. Though the Japanese government split Japan's postal system into four business units under a common holding company: savings, insurance, mail delivery, and branch network management, Korean government should not follow the same path. This would jeopardize universal service in the provision of the current postal service.
