공공성 혹은 효율성?: 우정사업본부 체제개편에 관한 연구

공익사업이란 수도, 철도, 전기, 우편처럼 공공이익을 위해 일상생활에 필수 서비스를 제공하면서 네트워크를 필요로 하는 사업이다. 이러한 공익사업들은 대개 공기업형태로 유지되면서 서비스를 공급하는 특징이 있다. 본 연구의 목적은 이러한 공익 사업중 우편사업을 담당하는 우정사업본부의 바람직한 체제 개편 대안을 모색하는 것이다. 연구를 위해 우정사업관련 공무원 700명과 민간인 700명 총 1400명을 대상으로 설문조사를 하였다. 실증연구 결과에 의하면 선호하는 가상체제는 우정사업관련 공무원은 1순위가 외청이고 2순위가 공사화이며 고객들은 실국체제와 현행과 같은 본부체제를 선호하였다. 체제대안의 선택에서 효율성 측면에서는 공사화나 민영화대안이 우세하지만 보편적 서비스를 대변하는 공익적 차원에서는 정부부처형이나 외청의 경우가 더 타당하다고 볼수 있다. 그러나 실증결과에 의하면, 우정사업관련 공무원, 고객인 국민모두 보편적 서비스를 더 중요시 여기기에 당장은 현실적으로 민영화 혹은 공사화보다는 정부부처형 혹은 외청의 경우가 바람직하다. 그러나 보편적 서비스를 확보할 수 있고 크림스키밍(cream-skimming) 현상을 배제하고 경쟁이 가능하다면 민영화 대안이 바람직한 대안일 것이다.
Abstract
The primary purpose of this paper is to examine postal service transformation in Korea. Postal service is kind of public utilities which is an organization that maintains the infrastructure for pubic interests. For this study, survey method was employed. The sample size for the study is 1400 with nonprobability sample design. In terms of empirical results, public servants prefers agency as the first alternative. The second alternative is public enterprise. In contrast to public servants, citizens want to maintain current system of Korea Post. In conclusion, our study demonstrates that administration bureau or agency is preferred to privatization or public enterprise as the preferred policy alternative, which helps to maintain universal service obligation.
