북극권에 접한 지역들이 공동의 관심사에 대한 협력해결 방법을 모색하려는 의도에서 결성된 노던포럼(Northern Forum)은 국제적 상호작용의 기본주체가 지방정부라는 점에서 여타의 국제협력 기구들과 구분되는 독특성을 가지고 있다. 포럼의 이런 특성은 세계화 이후 확산되고 있는 글로벌 거버넌스의 변화 단면을 포착할 수 있는 좋은 사례를 제공해 주고 있다. 글로벌 거버넌스에 관한 기존의 논의들 중 지방정부가 구성주체가 되는 조직이라는 점에 특별히 착안하여 연구한 사례는 그리 많지 않다. 이런 상황을 감안, 여기서는 노던포럼과 같은 특수한 형태의 조직이 어떤 계기와 과정을 거쳐 탄생하게 되었으며, 어떤 방식으로 운영되고 있는가를 상세히 검토함으로써, 이런 조직들의 활동이 글로벌 거버넌스의 이해에 어떤 시사점을 제공해 주는가를 살펴보려 했다. 북극권 지역들은 기본적으로 세 종류의 갈등 축을 가지고 있고 이 세 갈등 축에 대한 이해가 노던포럼의 발생, 작동 및 전망을 파악하는데 핵심적 변수라는 것이 이 글의 주장이다.
Abstract
The northern forum which was organized to deal with common issues of the arctic region has a special characteristics in that its member unit to interact with the other members is a local government of northern countries. This unique property provides us a good model to understand one side of the change of global governance which has pervaded world wide from the globalization. There are few researches which focuses on the regional governance among global governance studies. Considering these situations, this paper tries to find out the implications of this organization as a regional actor of global governance. For this purpose, this research reviews following items: how was this forum organised, what process does it has taken, how can it be managed and why is it considered as a type of global governance. Arctic region basically has at least three conflict axes: world, national and internal level. Understanding of them is a key point to capture the role of the organization, the process of operations management and the prospect for the future.
