기후변화 거버넌스와 북극권의 국제협력

본 연구는 북극해를 둘러싼 기후변화의 쟁점과 문제점을 분석하고 글로벌 거버넌스 구축을 통해 국제협력 방안을 모색한 것이다. 지구의 평균기온이 상승함으로써 해수면 상승을 초래해 전세계 인구밀집지역의 상당부분이 물에 잠기고, 홍수와 가뭄, 한파가 되풀이되어 식량생산에 막대한 피해가 예상되며, 열대성 질병이 온대까지 퍼지고, 영구동토층이 녹으면서 인류가 새로운 전염병에 시달리고 있다. 현재 북극지역의 현안을 논의하고 기후변화 및 개발을 주도하고 있는 것은 1996년 창설된 북극이사회이다. 북극이사회는 거버넌스 형태로 북극지역의 지역 간 국제기구로서 북극의 환경보호를 담보하며 국제적 영향력을 수행하고 있다. 하지만 북극해 기후변화의 문제를 풀기 위한 열쇠로 북극이사회 거버넌스체제가 적합한지, 잘 작동하는지를 점검할 필요가 있다. 북극관련 기후변화 선언문은 강제성이나 법적 구속력이 없고 북극 연안국들을 중심으로 상당히 배타적이고 폐쇄적으로 운영되고 있으나 여전히 북극이사회는 가장 영향력 있는 장치다. 북극이사회가 갖는 한계점을 극복하여 북극이사회 틀 안에서 공동협력체제가 양립해 나가는 양상을 보여야 할 것이다. 비북극권 국가들은 북극이사회의 옵서버 활동을 통해 북극권 안에서 활동영역과 비중을 넓혀 나가야 한다. 북극서클과 같은 다양한 행위자의 증가는 특히 NGO, 북극이사회의 독주를 견제할 수 있다. 즉 거버넌스 구조의 중요한 개선방법으로 양자, 지역, 다자간의 협력이 유기적으로 연계되어 단기적 현안해결을 도모하는 동시에 궁극적으로 국제협력을 통한 여러 방식의 기여로 북극해 논의구조가 확장되어야 할 것이다.
Abstract
This study analyzes the issues and problems of climate change surrounding the Arctic Ocean and seeks international cooperation through the establishment of global governance. The rise in global average temperatures causes sea levels to rise, flooding large parts of the world’s densely populated areas, recurring floods, droughts and cold waves, and enormous damage to food production, tropical diseases spread to temperate, and permafrost. As it melts, mankind is suffering from a new epidemic. The Arctic Council, founded in 1996, is currently discussing Arctic issues and leading climate change and development. The Arctic Council is an intergovernmental international organization in the Arctic Region that governs its protection and protects the Arctic. However, it is necessary to check whether the Arctic Council governance system is adequate and working as a key to solving the problem of Arctic climate change. The Arctic climate change statement has no coercion or legal force and is fairly exclusive and closed around the Arctic coastal states, but the Arctic Council is still the most influential instrument. Overcoming the limitations of the Arctic Council should show the co-operation system in the Arctic Council framework. Non-Arctic countries should increase their scope and activity in the Arctic Circle through observer activities of the Arctic Council. Increasing the number of actors, such as the Arctic Circle, can be especially effective against NGOs and the Arctic Council. In other words, bilateral, regional, and multilateral cooperation should be organically connected as an important method of improving the governance structure, and the Arctic Ocean discussion structure should be expanded by contributing in various ways through international cooperation.
