본고는 이명박 정부에서 추진하고 있는 공기업 혁신 작업의 문제점을 지적하고 이명박 정부의 남은 임기 및 2013년 2월에 들어설 새 정부에서 추진되어야 할 중점과제를 제시하고 있다. 하드웨어적 성격의 혁신 작업인 민영화는 기존 이론적, 실증적 연구에 대한 고찰을 토대로 우선순위가 높고 외국사례 등으로 검증이 된 부문부터 시행하고, 소프트웨어적 성격의 혁신 작업인 공기업 경영평가는 현 제도가 공기업의 존립과 해당 사업 수행의 타당성을 추인해주는 방향으로 잘못 운영되고 있다는 인식하에, 수시 시행하는 경영자문제도와 수년 단위의 경영평가제도로 이원화하여 공기업의 가치증진을 지원하고 기관 및 사업의 존치 심사에 역점을 두어야 한다고 제안하고 있다.
Abstract
This paper review the principles and process of innovation and sophistication in korean public corporation by Lee Myung-Bak Government from 2009 to 2010 and suggest the critical principles and process to be kept on within remaining two years presidential term and desirably during the next government starting in February 2013. We especially focus on public corporations that pursue not only public interests but also profit such as Korea Electric Power Corporation(KEPCO) and weight profit relatively heavy. We also review the privatization of corporation as a way of fundamental restructuring as well as sophistication of business performance's evaluation that has continued from 1984. Also we insist that those are important to increase the value of the corporations before privatization and to evaluate the feasibility of continual operation of corporation and its business than formally to evaluate annual business peformance by a quasi-government appraisal group that are composed of professors, CPAs, lawers and researchers in professional fields.
