공공서비스 동기와 국가에 대한 긍정적 태도가 대학생들의 공직 선호에 미치는 영향

공공서비스 동기와 국가에 대한 긍정적 태도는 공직자들에게 요구되는 중요한 자질이다. 이 연구의 목적은 이러한 요인들이 대학생들의 공직 선호에 얼마나 크게 영향을미치는가를 일반적 요인, 사회문화적 요인과 비교하여 확인하는 것이었다. 서울과 수도권 2개 대학, 영‧호남 3개, 충청권 1개 대학에서 2012년 11월 2일부터 28일까지 약1달간 설문조사를 실시하여 총593부를 수집, 데이터로 사용하였다. 연구 결과, 공공서비스 동기는 공직 선호를 증가시키는 효과가 있었으나 공공서비스 동기의 모든 차원이아닌 일부 차원만 그러한 효과가 있는 것으로 나타났다. 국가에 대한 긍정적 태도는민간 기업보다는 공직에 대한 선호를, 다른 학문분야보다는 행정학과 학생들의 공직선호를 증가시켰고, 효과도 보다 뚜렷하고 일관되었다. 이 연구는 공공서비스 동기뿐만 아니라 국가에 대한 긍정적 태도 또한 공직 선호에 주요한 영향 요인이라는 점에서관련 연구와 더불어 공무원 채용에서 이를 보다 체계적으로 반영할 필요가 있음을 강조하였다.
Abstract
Public service motivation and positive attitudes toward the state are important traits that public employees are expected to possess. The purpose of this study was to examine to extent to which these factors, as distinct from general and sociocultural factors, affect university students' preference for public service in deciding upon their future career paths. Data was collected from five universities in the Seoul, Youngnam, Honam, and Choongchung regions in the form of questionnaires that were administered during November 2013. A total number of 593 valid responses were received. The results indicated that public service motivation was important but not as significant as had been expected, while the influence of attitudes toward the state was as high as that of public service motivation. The findings highlight that positive attitudes toward the state need to be more systematically considered, as the attitudes are no less important than public service motivation itself.
