공직 선택동기와 공무원의 행태

초록

취업 적령기의 청년실업률이 계속 상승하고 있는 가운데 공직 선호도가 급속히 증가하고 있으며, 그 주된 이유는 공직이 신분상 안정성이 높기 때문인 것으로 나타나고 있다. 이 연구는 직업 선택동기가 공무원의 태도와 행동에 어떤 영향을 미치는지를 분석함으로써 어떤 지원동기를 가진 공무원들이 정부성과에 보다 기여할 수 있는지를 예측하고자 한다. 전국의 공무원 1,739명을 대상으로 한 설문조사 결과를 토대로, 조직성과에 긍정적인 영향을 미친다고 할 수 있는 직무만족, 조직몰입, 공직동기, 조직시민행동을 중심으로 공직 지원동기에 따라 공무원의 태도와 행동은 어떤 차이가 있는지를 분석하였다. 공무원의 직업 선택 동기에 따라 직업 안정성, 채용 공정성, 공직의 보람 및 사회적 평가라는 4개 응답집단으로 구분하여 ANOVA 분석을 한 결과, 직업 선택 동기에 따라 공무원의 태도와 행동은 다르다는 점을 발견하였으며, 공직의 보람 때문에 공무원이 된 집단이 직업 안정성이나 채용 공정성 때문에 공무원이 된 집단에 비하여 보다 긍정적인 바람직한 태도와 행동을 보여주고 있는 것으로 나타났다. 정부의 역량 강화와 성과 향상을 위해서는 공직생활의 보람과 성취감을 추구하고자 공직을 선택한 공무원의 비율을 증가시키거나 공무원이 된 후에라도 공직생활의 보람과 성취감을 추구하도록 유도하는 것이 중요하며, 이를 위한 방안도 함께 논의하고 있다.
