공공가치의 체계적 연구를 위한 이론적 모형에 대한 시론

본 연구는 기존의 연구를 토대로 공공가치를 분석하기 위하여 기존의 연구들을 검토하고, 이들 연구들을 모형이라는 관점에서 분석하고 평가함으로서, 공공가치에 대한 철학적･규범적 연구뿐만 아니라 과학적･경험적 연구를 할 수 있는 개념적 틀을 만들어 내는 것이다. 궁극적-수단적 가치모형, 다차원적 공간모형, 내적 구조 모형, 위계적 모형, 가치 맵핑 모형 등이라는 관점에서 검토한다. 사적 조직도 공공가치를 창출하지만 공공조직은 이를 창출하고 실현하는 것을 주된 목적으로 하는 조직이라고 본다. 이 연구는 일반적으로 알려진 도덕적･규범적 차원, 인지적･합리적 차원, 그리고 감성적･공리적 차원이 공공가치와 어떻게 관련되어 있고, 정치철학에서 논의해 왔던 정의론적･공리주의적･공동체주의적 관점을 통합하기 위한 분석틀을 제시한다. ‘공동체의 가치의 결정요인모형,’ ‘협동적 가치의 분배모형,’ 그리고 ‘순수공공재 공공가치의 합리적 분석모형’이 제시된다. 이들 모형을 통해 공공가치를 보다 분석적･경험적으로 연구할 수 있는 초석이라고 본다. 논의를 통해 공동체의 가치의 배분과 사회적 관습, 그리고 제도의 가치를 분석하고, 서로 모순되는 것 같은 가치인 강제성과 도덕성이 왜 공공조직에 존재하는지를 논리적으로 설명한다.
Abstract
This study examines existing studies to analyze public value and evaluates them from the viewpoint of model so as to conduct scientific and empirical research as well as philosophical and normative research on public values It is a conceptual framework that can be created. This study examines from the perspective of terminal-instrumental value model, multidimensional spatial model, internal structural model, hierarchical model, and value mapping model. Private organizations create public value, but public organizations are seen as the main purpose of creating and realizing them. This study is based on the common moral and normative dimensions, the cognitive and rational dimensions, and the emotional and axiological dimensions of public values, which have been discussed in political philosophy, And the analysis framework for integrating them. 'Determinants of community value,' 'distribution model of cooperative value,' and 'rational analytical model of public value of pure public goods.' These models serve as a basis for the study of public values more analytically and empirically. We analyze the values of community, social customs, and institutions, and explain the relationship between values sought by public organizations by analyzing why coercion and morality, which seem to be contradictory to each other, are inevitable to public organizations.
