고려-조선시대의 지방행정구역의 등급제와 승강제를 통한 중앙통제

Abstract

All of the countries try to establish the good central-local relationship in order to realize their national goals. Ko-Ryeo and Cho-Sun, as monarchies had cherished effective central control system for the sake of the stable and strong power of their kings. The grading and the rank systems of the local administrative areas were the important schemes of powerful central control of these monarchies. The ranking system of the Ko-Ryeo was related to the king's family, the powerful local families and the merit of soldiers. The central government had used a lot of grading policies, but there were no criteria in up-grading or degrading in that period. The status of the inhabitants were decided by the ranks of the local areas in which they were living. In Cho-Sun dynasty, as the central government made the criteria of the ranks of local areas and the rules of degrading, the central control became more resonable than that of Ko-Ryeo. The grading system of Cho-Sun meant people to regulate themselves for the peace of their towns.
