외국인환자 모객 활성화를 위한 해외‘원격의료’센터 구축방안

최근 정부는 서비스산업의 진흥계획을 발표하면서 ‘의료’ 와 ‘관광’을 주요 진흥대상 서비스산업으로 발표하였다. 이는 국내에 방문하는 외국인환자의 증가와 무관하다고 할 수 없다. 하지만 대부분의 외국인환자가 국내 병원진료에 대해 만족감을 표현하는 것은 아니며, 국내 병원 또한 외국인환자를 대상으로 수익실현이 안정적인 것은아니다. 따라서 외국인환자의 진료만족도를 높이고 국내 병원들의 안정적인 수익실현을 위한 방편으로 본 논의에서는 해외 ‘원격의료’센터 구축을 정책대안으로 제시하였다. 그 논의방식으로 ‘의료관광’과 ‘원격의료’의 개념을 다시금 환기시키고 현재까지의 외국인환자 시장분석을 통해 ‘원격의료’의 도입필요성을 제시하였다. 이후 해외 주요 의료관광 선험병원들의 ‘원격의료’ 도입사례를 분석함으로써 우리나라의 해외 ‘원격의료’ 센터 구축방안을 제시하였다. 다만, 본 논의가 상당부분 경험에 근거한 사실과 추론을 바탕으로 하여, 정책적 시사점 도출에 한계가 있었으나 이는 추후 논의에서 더욱 보완하여 검증되고 완성된 모형을 제시하도록 노력해 나갈 것이다.

Abstract

Recently government reasserted “medical tourism” as a presidential initiative forenhancing economic growth. Emphasis was placed on attracting more internationalpatients and their travelling companions, thereby setting a very bold target number ofinternational medical tourists to be attracted during the current Administration. But thereality tells that not sufficient percentage of international patients are satisfied with medical services they received from our medical institutions, while most medical institutions are a long way from profit-making from service provision to international patients. As a promising solution to this double trouble the concept of ‘telemedicine center overseas’ emerges onto the policy agenda. In this study we provide our definitions of the concepts, medical tourism andtelemedicine. Our concepts were developed and defined in way which is suitable for policy discussion. The concept of telemedicine centers overseas is discussed in more detail by analyzing international medical tourism industries and the global adoption cases of telemedicine practice. Our study is basically exploratory, in that it provides a basic model concept oftelemedicine centers overseas which may support government and related institutions’effort to attract more international medical tourists. It is hoped that the seemingly crudemodel concept will be fleshed out in subsequent work.
