Abstract

The expansion of digital trade owing to the rapid development of information and telecommunication technology has resulted in a noticeable growth of the telemedicine market worldwide in the recent years. This study begins by laying out how telemedicine is conceptualized and categorized in the WHO and WTO, moving on to review the telemedicine markets in different regions. Such overview of the different market situations is then contrasted to the potential national export competitiveness measured uniquely in this study by excluding the policy factor of each country. The gap between reality and potential competitiveness provides evidence that South Korea’s currently limited telemedicine market growth is greatly explained by the policy factor. Faced with the rising global trade in medical services and the call for telemedicine amid the Covid-19 pandemic, however, South Korea must prepare for future opening of its telemedicine market without further delay. In this respect, this study goes on to provide a more detailed comparative analysis on the domestic policies of US, Japan and South Korea from a trade perspective, thereby drawing implications on important challenges accompanying telemedicine trade such as medical insurance application, medical license recognition, determining liability in medical accidents, regulating medical data protection, and interconnection with other service sectors, with the aim to provide specific alternatives regarding future trade policies on digital medical services trade.
