2014년 4월 16일 세월호 침몰사고는 위기관리체계와 국가의 역할을 재조명하는기회를 제공하였다. 그러나 정부의 대응행태를 보면 국민들을 불안하게 만드는 인재는 앞으로도 반복될 수밖에 없을 것이라는 예상을 하고도 남는다. 이 글은 왜 인재가 반복적으로 발생할 수밖에 없는 이유를 밝히는데 목적이 있다. 재난이 발생하면진상조사를 하고 원인을 규명하여 재발방지대책을 강구하면 상당 부분 예방이 가능하고, 또한 사고후에는 피해를 최소화할 수 있다. 그럼에도 불구하고 그 때마다 진상조사를 제대로 하지 않기 때문에 대형참사가 지속적으로 발생할 수밖에 없다는 것이다. 그렇다면 왜 진상조사가 어려운가. 간단히 말하면 진상조사로 인해 이익을 침해받을지도 모르는 세력이 조직적으로 방해하고 있기 때문이다. 이러한 세력에는 검찰과 경찰, 정치권, 국가정보원, 국정최고책임자, 언론 등이 있으며, 이들은 이유는약간씩 다를지 모르나 철저한 진상조사로 인하여 침해될지도 모르는 각자의 이익을위하여 최선을 다하고 있다. 이들은 정치권력을 둘러싸고 공고한 카르텔을 형성하여국민들의 이익과는 무관하게 행동함으로써 진상조사를 방해하고 있기 때문에 대형인재의 예방은 어려울 수 밖에 없다는 결론에 이르게 된다.
Abstract
Crisis management is one of the major areas most public administrators are concernedabout. Recently the topic draws a special attention since the nation witnessed drowning of more than 300 passengers including high school students. People were astonished no one was rescued even if there's enough time to save them. People were also outraged and blamed the government for not rescuing, and asking for why it did not make any efforts to rescue them. The primary purpose of this paper is not to analyze the crisis management system from a theoretical perspective but to focus on the fact that why the government could not fix the stable even after the horse was stolen. That is, the paper attempts to articulate why the government is reluctant to investigate the real causes of the disaster. In conclusion, the paper contends that the governmental agencies, including the BlueHouse and National Intelligence Service among many others, are not particularlyconcerned about mending the stable, probably because they were feared by losing thebases of their political power. The proposition indicates that disasters causing crisissituation will continue to happen again and again without disruption of bases of current power holders.
