노동부 사회적 일자리창출 사업의 성격: 성인노동자 모델을 중심으로

초록

본 연구는 성인노동자 모델의 관점에서 2004-2007년 사이의 노동부 사회적 일자리창출 사업의 성격을 밝히는 것을 목적으로 하였다. 이러한 연구 목적을 달성하기위해 본 연구는 정책지원 대상, 고용형태와 지원수준 그리고 가정 내의 돌봄 노동에대한 정책 지원이라는 요소를 가지고 노동부 사회적 일자리창출 사업을 분석하였다. 그리고 연구에서 이 분석 요소들이 여성의 노동시장 참여와 그들의 경제적 자립에영향을 끼침을 전제하였다. 한편, 본 연구는 노동부 사회적 일자리창출 사업의 시행지침을 분석한 문헌연구방법을 통하여 이루어졌다. 그 결과 노동부 사회적 일자리창출 사업의 성격은 남성 생계부양자 모델과 성인노동자 모델의 혼재 혹은 남성 생계부양자 모델의 지속성과 비지속성이 혼재된 것으로 평가되었다. 일 할 능력이 있는모든 성인의 평등한 노동시장참여와 경제적 자립을 위해 여러 정책들이 성인노동자모델로 동일하게 연계되어 보편적으로, 충분하게, 성 평등적으로, 국가에 의해 지원되어야 함을 제언한다.

Abstract

The aim of this article focuses on analysing the character of Job Creation Program in social services designed by the Ministry of Labor. This research deals with the program from 2004 to 2007 and is based on the perspective of adult worker model. In oder to accomplish the research goal this paper examines the design of the Job Creation Program with relation to the policy target group, the work form and its quality, and the policy support for care work in the home. It is assumed in this paper that these elements have an effect on women's labour market participation and their economic independence. This paper is a study on methods of documentary research on the guidelines of the Ministry of Labor on the Job Creation Program. Finally, this policy is characterized as the mixture of the male-breadwinner model and the adult worker model or the mixture of continuity and discontinuity of the male-breadwinner model. This paper recommends that the social polices should be linked with the adult worker model consistently to help every adult who has capacity for working equally take part in labor market and achieve economic independence. Moreover, these social policies are to be provided universally, by the State, in full degree and in terms of gender equality.
