시간제 일자리창출 정책을 통한 여성 고용률 제고 가능성과 시간제 일자리 선호 결정요인 분석

본 논문은 미취업자를 대상으로 정부에서 시행하고 있는 시간제 일자리창출 정책이 여성의 고용률을 높이는 방향으로 영향을 미칠 것인지, 시간제일자리를 선호하는 취업희망자의 특성이 무엇인지 분석하여 보았다. 분석결과 시간제 일자리를 통해 여성 고용률 제고 가능성은 노동공급측면에서는 충분한 인력풀이 있어 긍정적인 영향을 미칠 것으로 예상되나 노동 수요측면에서 고용형태간 대체효과의 크기에 따라 여성 고용률 제고 가능성이 영향을 받을 것으로 기대된다. 또한 여성의 시간제 희망가능성이 높게 나타난 가운데 55세 이상 고령층의 시간제 선호가 높았다. 이러한 연구결과는 대체효과를 고려하여 제도가 개선되어야 하며, 여성 고령자를 위한 시간제 직무개발 및 고용의 확대가 요구됨을 시사한다.
Abstract
This study analyzes whether government's part-time job creation policy for the unemployed had an effect to increase women employment rate or not. It also analysed characteristics of job seekers who prefer part-time job. The study found that from the labor supplier viewpoint, the part-time job creation policy will have a positive impact to increase the women employment rate as there are plenty of labor force pool. However, from the labor demander viewpoint, the policy's impact to increase the women employment rate depends on the size of the substitution effect between employment types. In addition, women preferred port-time jobs. Among them, the group who are over fifty five-year-old showed high preference to the part-time job. This study suggests that we need to improve the policy considering substitution effect and to create part-time job and increase jobs for the female aged.
