Abstract

In the area of mobile health, regulatory policies of mobile medical applications have been implemented in major developed countries. Finding a balance between regulations aimed at guaranteeing safety and effectiveness of the apps and prevention of hindrance to innovation is becoming important. It is necessary to understand the current status of these regulations for further development of national strategies. This paper comparatively analyzes the context, process and content of regulatory policies of mobile medical apps in the U.S., EU and South Korea by applying the health policy analysis framework. This paper found that the U.S. has undergone deregulation of mobile medical apps whereas the EU strengthened its regulations in terms of defining the regulatory boundary and conformity assessment. Analysis of the regulatory policy in Korea revealed that in the midst of uncertainties existing in the context of amending the medical law, the contents of the regulations were mostly adopted from the U.S. regulations on mobile medical apps.
