민주주의에 대한 전자정부의 영향 가능성에 관한 탐색적 접근

초록

그동안 정보화를 포함한 전자정부와 민주주의 관계에 대한 관점은 긍정적 시각과 회의론적 시각이 비등하였다. 본 연구는 긍정적 관점에서 민주주의 발전에 대한 전자정부의 영향 가능성에 관하여 상관분석, 차이검정, 회귀분석 등을 통한 실증분석으로 탐색하였다. 실증분석을 위하여 전자정부발전지수와 그 구성변수(온라인서비스지수, 정보통신인프라지수, 인적자본지수, 온라인참여지수, 열린정부데이터지수)를 독립변수로 설정하고, 민주주의 지수와 그 구성변수(선거절차와 다원주의, 정부의 기능성, 정치참여, 정치문화, 시민자유)를 종속변수로 설정하였으며, 통제변수로 GNI를 포함한 소득수준, 국가체제형태 등을 분석모형에 추가하였다. 이 연구의 분석결과는 다음과 같다. 첫째, 연구모형을 구성하는 모든 변수들은 상호 관련성을 보이고 있는 것으로 나타났고, 민주주의 지수에 대하여전자정부발전지수는 물론 그 구성변수는 통계적으로 유의적인 관계를 가지는 것으로 나타났다. 둘째, 소득수준과 국가체제별 차이분석에서는 국가의 소득수준이 높을수록, 민주주의 국가체제일수록 전자정부와 민주주의 발전수준이 높은 것으로 분석되었다. 셋째, 민주주의에 대한 전자정부의 영향성 분석에서는 인적자본을 제외한 전자정부 관련 변수들이민주주의 발전에 유의적 영향을 미치는 것으로 나타났다. 특히 전자정부의 관련 변수인 온라인참여와 열린정부데이터는 민주주의 발전에 높은 영향을 미치는 것으로 분석되었다

Abstract

Until now, the views on the relationship between e-government and democracy, including informatization, have both positive and skeptical views. This study was identified through empirical analysis with correlation analysis, difference test, and regression analysis to explore whether e-government can influence the development of democracy in the relationship between e-government and the level of democracy development from a positive point of view. For empirical analysis, this analysis model was composed the e-government development index and its constituent variables (online service index, information and communications infrastructure index, human capital index, e-participation index, open government data index) were set as independent variables, and the democracy index and its constituent variables (election process and pluralism, functioning of government, political participation, political culture, and civil liberties) were set as dependent variables, and income levels including GNI, and national regime types were set as control variables. The analysis results of this study are as follows. First, it was found that all variables constituting the research model showed mutual relations, and the e-government development index as well as its constituent variables were found to have a statistically significant relationship to the democracy index. Second, in the analysis of differences by income level and regime type, it was analyzed that the higher the income level of the country and the higher the democratic regime, the higher the e-government and democratic development level. Third, variables related to e-government excluding human capital in the analysis of the influence of e-government on democracy were found to have a significant influence on the development of democracy. In particular, e-participation and open government data which are related variables of e-government was analyzed that have a high influence on the development of democracy.
