전자정부와 정부신뢰의 관계에 관한 연구

초록

이론적 측면에서 전자정부는 정부신뢰에 긍정적 영향을 미친다고 논의된다. 그러나 우리나라는 세계 최고수준의 전자정부 선진국이지만, 정부신뢰는 OECD 국가 중 최하위 수준에 머무르고 있다. 본 연구는 이러한 역설적 관계에 대한 문제의식에서 출발하여 좀 더 구체적으로 전자정부와 정부신뢰간의 관계를 규명해 보고 정책적 시사점을 도출하고자 하였다. 이를 위해 전자정부와 정부신뢰에 관한 UN, OECD, TI, Edelman, 행정자치부, 국민권익위원회, 한국정보화진흥원 등 국내외 공신력 있는 기관들의 각종 조사와 평가 자료를 수집하여 분석하였다. 분석결과 우리나라에서 전자정부의 성과는 정부투명성이나 정부신뢰와 긍정적 관계를 갖지 못하거나 오히려 부정적 관계가 있는 나타났다. 주된 이유는 세계적으로 확산되고 있는 정부신뢰 하락 경향, 정부신뢰 개념의 광범위성과 모호성 및 객관적 측정의 어려움, 전자정부 서비스 및 시민참여를 통한 비판적 시민의 증가, 전자정부가 갖고 있는 역기능으로서 개인정보침해, 전자감시 등 때문인 것으로 추론되었다. 향후 전자정부가 정부신뢰 향상에 기여하기 위해서는 전자정부 정책 영역을 정부신뢰 영역과 같이 입법부와 사법부 및 공공기관 전체로 확대하고, 주된 목표도 직접적이고 단기적인 경제적 효율성에서 민주성과 투명성, 거버넌스 제고 등으로 넓혀야 함을 제시하였다.

Abstract

Many theories have suggested that e-Government impacts positively on Trust in Government. Although Korea is the most advanced country in E-government, Trust in Government is the lowest among OECD countries. In this research, I tried to analyze the paradoxical relationship between E-government and Trust in Government in Korea, identified the main reasons of this situation, and suggested the policy implication to improve Trust in Government with the help of E-government policy. To do this, I used the survey and evaluation data from UN, OECD, Transparency International, Edelman, Department of Public Administration and Local Autonomy, and National Information Society Agency. The main reasons of the paradox between E-government and Trust in Government are various. First Trust in Government is basically ambiguous and difficult to be measured. Second Trust in Government has shown tendency to decline in the world in recent decades. Third informed and critical citizens to government have increased as E-government service and E-participation have increased. Finally negative impact of E-government such as privacy and surveillance problems emerged. To improve Trust in Government through E-government policy, I suggest the following: At first the policy area of E-government should be expanded to public organizations, the legislative and judiciary branch. Furthermore the policy paradigm of E-government should be shifted from efficiency and productivity to transparency, democracy and governance.
