본 연구는 최근의 한국 지식서비스산업의 현황을 분석하여 지식서비스산업의 육성과 지원을 위한 정책적 시사점을 제시하는 데 목적을 두고 있다. 한국의 지식서비스산업의 현황을 분석하기 위한 분석기준으로 지식서비스산업의 규모, 무역수지, 정부지원수단, 연구개발비 조달 등 4개 항목을 선정하였다. 통계청 등 국가통계자료 등을 활용하여 각 기준별 현황을 분석하고 평가하였다. 분석결과, 한국의 지식서비스산업은 규모의 영세성, 정부지원정책의 부처별 분산, 지원정책의 전국적 획일성, 기업운영의 전문적인 관리의 부족의 문제점이 지적되었다. 이를 토대로 한국의 지식서비스산업을 효율적으로 육성 지원하기 위한 방안으로 다음 몇 가지를 제안하였다. 첫째, 재정지원 확대이다. 창업 및 운영을 위한 자금대출 확대, 창업에 대한 벤처자금지원 확대 등 다양한 경로로 자금을 모집할 수 있도록 지원제도를 넓혀야 한다. 또한 조세감면제도와 더불어 금융지원을 확대할 필요가 있다. 둘째는 전문 인력의 양성과 유치이다. 고급인력수요가 큰 부문을 중심으로 전문인력 양성을 지원해야 한다. 셋째, 입지특성에 따른 차별화된 지원정책이 바람직하다. 마지막으로, 지식서비스 기업에 필요한 지식과 정보, 기술, 자금 재산권 등에 대한 전문적인 관리가 필요하다. 따라서 아직은 우리나라에서 활성화 되지 못하고 있는 지식전문기업의 양성 및 지원 정책방안이 마련될 필요가 있다.
Abstract
The purpose of this study is to explore policy support measures to innovate the knowledge service industry through analysis and evaluation of Korea's knowledge service industry support policy. Limitations of the knowledge service industry in Korea were pointed out, such as the small scale of the knowledge service industry, the dispersion of government support policies, the weakness of the industry-university-research linkage system, the nationwide uniformity of support policies, and the weakness of the knowledge and technology management and sharing system. Accordingly, the following are proposed as a support policy for the development of Korea's knowledge service industry.First, the expansion of financial support. The support system should be expanded so that funds can be raised through various channels, such as expanding financial loans for start-up and operation, and expanding venture fund support for start-ups. It is also necessary to expand financial support along with the tax reduction and exemption system. The second is to nurture and attract professional manpower. Third, a support policy is required to strengthen the cooperative network between the knowledge service industries. Fourth, differentiated support policies according to location characteristics are desirable. Finally, it is necessary to prepare policy measures to foster and support KIBS, which are not active in Korea.
