본고는 주요 OECD 국가와의 비교를 통해 우리나라 경제의 서비스화 추세를 살펴봄으로써 생산적인 논의를 지속하기 위한 기초적인 자료를 제시하고 서비스산업의 현황과 특징을 고찰하였다. 또한 OECD 국가의 경제의 서비스화 패턴의 수렴과 차별성을 고찰하고 이에 대한 요인들을 살펴보았다. 경제의 서비스화가 경제성장에 기여하는지에 대한 이론적 검토를 통해 서비스산업의 특성에 대한 면밀한 이해가 선행되어야 한다는 점을 강조하였으며, 이를 통해 생산자서비스산업의 시장실패 가능성을 제기하였다. 이러한 논의의 토대 위에서 한국경제의 서비스화가 추구해야 할 몇 가지의 정책 방향을 제안하였다.
Abstract
This paper attempts to provide basic statistics for productive debates regarding how to develop services industry in Korea and to understand the status quo of services industry and its characteristics with a comparison of Korea and major OECD countries. A critical review has been carried out concerning the convergence and divergence of service economy and its causing factors across OECD countries. It is suggested that a close examination of services industry's features is needed to prevent market failures especially in producer services. Several directions for service industry' development have been proposed with regard to the present competitive advantages in IT related industries, the characteristics of services industry and its market failures, a desirable economic and social development path for sustainable economic development and so on.
