생명공학 정책의 협력적 거버넌스 구축방안 - 유전자교정기술의 사회적 수용제고를 중심으로 -

모든 과학기술의 발전은 사회적 수용과 공진화한다. 아무리 훌륭하여도 사회적 수용이 낮은 기술은 사라지기 때문이다. 세계는 인류 최고의 기술로 선정된 유전자 교정기술의 주도권을 위해 경쟁하고 있다. 이에 사회적 수용을 제고하기 위한 협력적 거버너스가 반드시 수반되어야 한다. 본 연구는 실태분석 결과를 바탕으로 협력적 거버넌스의 구축방안을 제시하였다. 연구방법은 Ansell & Gash 모델에서 제시한 거버넌스 참여자의 초기조건, 제도적 설계 및 촉진적 리더십에 대해 분석하였고, 일반인을 대상으로 최근 3년간의 설문조사와 거버넌스 참여기관의 사회연결망 조사 결과를 활용하였다. 분석결과를 바탕으로 첫째, 일반인의 정보 접근 편의성과 내용을 쌍방 교류할 수 있는 정보공유시스템의 항시적 운영, 둘째, 다양한 분야에서 대표성과 절차적 공정성이 확보된 공식적 소통·조정 위원회의 제도화, 셋째, 전 과정에 촉진적 리더십이 작동하도록 관련 부처의 축소화 및 컨트롤타워 신설을 방안으로 제시하였다. 따라서 제도적 설계와 촉진적 리더십이 부족한 상황에서의 참여 확대는 오히려 관점의 차이로 갈등 심화와 거버넌스의 도구화 문제가 발생한다는 것을 함의로 도출하였다.
Abstract
All technological advances coevolve with social acceptance. This is because technologies with low social acceptance disappear no matter how good they are. The world is competing for the initiative in gene editing technology, which has been selected as the best technology for mankind. This must be accompanied by cooperative governance to enhance social acceptance. The purpose of this study was to derive a construction plan based on the analysis results of cooperative governance. The research method was analyzing the initial conditions, institutional design, and facilitating leadership of governance participants presented in the Ansell & Gash model, and utilizing the results of surveys of the general public over the past three years and social network surveys of governance participating institutions.To resolve this problem, I will propose the following three. First, the constant operation of an information sharing system that can exchange the convenience and content of information for the general public, second, the institutionalization of an official communication and coordination committee with representativeness and procedural fairness in various fields, and third, the reduction of related ministries and the establishment of the control tower for facilitating leadership throughout the process were derived. As the result of the analysis, in a situation where institutional design and facilitating leadership is lacking, the expansion of participation rather leads to intensifying conflict and instrumentalization of governance due to differences in perspective.
