Abstract
In Korean society, which is set to enter a super-aged era in 2025, the extension of the retirement age for civil servants has become a highly significant issue. This study analyzes the case of Japan, which was the first to implement the extension of the civil servant retirement age to 65, through the lens of Mahoney and Thelen’s (2010) theory of gradual institutional change. The analysis reveals that the introduction of Japan’s retirement age extension policy was discussed from the 1990s and progressed in a long-term and incremental manner until the amendments to the National Public Service Act and the Local Public Service Act in 2021. Institutional change occurred through the interaction of political context, institutional characteristics, and the actions of key actors. In particular, according to Mahoney and Thelen’s (2010) model, the institutional change in Japan's civil servant retirement system fits the “conversion” type, in which the veto power of status quo actors opposing reform was low, while the discretion of implementing actors was high. Therefore, for the successful introduction of a similar retirement age extension policy in South Korea, it will be important to minimize resistance from opposing actors and to provide sufficient discretion to the implementing institutions.
