Abstract
This study utilized data from the Korea Institute of Public Administration’s Public Service Life Survey to classify latent profiles based on MZ generation public servants’ perceptions of organizational justice, explored related influencing factors through multinomial logistic regression analysis, and confirmed differences in turnover intention by type. In particular, focusing on differences between the Millennial and Z generations, a comparative analysis of the two generations was conducted. The latent profiles were classified into five types: ‘Overall Dissatisfaction Type’, ‘Distributive Dissatisfaction Type’, ‘General Perception Type’, ‘Average Type’, and ‘Overall Satisfaction Type’. Upon examining the influencing factors by type, organizational factors including job stress, autonomy, and job satisfaction were found to affect multiple types, while individual factors such as gender, age, job grade, tenure, working hours, and institutional type also served as factors that increased or decreased the probability of belonging to each group. Regarding turnover intention according to latent profile types, turnover intention varied by type, with those who perceived the organization as fair showing lower turnover intention and those with negative perceptions showing higher turnover intention. The Z generation recorded relatively higher turnover intention. Based on these research findings, it was confirmed that positive organizational justice formation is necessary to reduce MZ generation public servants’ turnover intention, and for this purpose, the necessity of policy efforts to increase autonomy and job satisfaction while reducing job stress was identified. In particular, since differences in perceptions of fairness, influencing factors, and turnover intention appear even within the MZ generation, the necessity of detailed policies considering generational characteristics was argued.
