Abstract
This study empirically examines the relationship between organizational fairness, perceptions and turnover intention among MZ generation civil servants. In particular, , it investigates whether hierarchical culture—a structural feature of traditional, bureaucracy—moderates this relationship. Using survey data from [sample size] MZ, generation public officials, the study employed [statistical method] to test the proposed, hypotheses. The results revealed two key findings. First, positive perceptions of both, procedural and distributive fairness significantly reduced turnover intention among MZ, generation officials. Second, hierarchical culture moderated this relationship, such that, higher levels of hierarchy weakened the negative effect of organizational fairness, perceptions on turnover intention. These findings contribute to the public administration, literature by demonstrating that enhancing fairness perceptions alone may be, insufficient to retain MZ generation talent in highly hierarchical public organizations., The results highlight the importance of addressing both fairness perceptions and, organizational hierarchy in order to effectively manage turnover intention among MZ, generation civil servants. Practical implications for public sector human resource, management are also discussed.
