Abstract

Rising turnover intention among young public servants has emerged as a critical concern in public sector governance. While generational narratives emphasize low compensation as the primary driver, research provides limited insight into how public servants construct perceptions of adequate pay within organizational contexts. This study employs a two-stage approach: first, generational comparative analysis of rank-ordered reasons for turnover; second, hierarchical regression modeling of multidimensional pay adequacy constructs disaggregated by generation and organizational rank. We find that while low compensation remains frequently cited, only pay adequacy relative to job responsibility exhibits statistically significant association with turnover intention. This pattern holds robust across generational and hierarchical strata. These findings challenge the reductionist “low pay hypothesis,” demonstrating that turnover reflects not absolute compensation insufficiency but dissatisfaction with the perceived mismatch between pay and positional responsibility. Implications for public sector retention policy are discussed.
