Abstract

Recently, increased attention has been placed on the lower compensation of public employees compared to private sector employees as a primary cause of the growing trend of early-career public employee attrition and turnover intentions. Based on the 2022 Public Employee Perception Survey conducted by the Korea Institute of Public Administration, this study empirically analyzes the effect of wage disparities between the public and private sectors on public employees’ turnover intentions, focusing on differences between the MZ generation and older generations. Utilizing the theory of inequity, the study measures and analyzes perceptions of the adequacy of public sector compensation relative to similar tasks in the private sector. The findings suggest that as perceptions of wage inequities grow, so do public employees’ turnover intentions. Moreover, such perceptions of wage inequities are found to strengthen turnover intentions more among MZ generation public employees compared to older generations. Based on these analyses, the study discusses alternatives to mitigate turnover intentions among public employees, including addressing wage disparities between the public and private sectors and improving perceptions of public employees’ compensation.
