본 연구의 목적은 지방정부의 정책혁신의 확산요인과 그 영향력을 규명해 보고자 하는 데에 있다. 분석사례는 경기도 지역의 31개 기초자치단체의 지역 축제이며, 지방정부의 지역축제의 채택을 정책혁신으로 파악하고 이의 확산요인을 분석하였다. 분석방법으로는 ‘이산시간로지스틱모델’을 활용한‘이산시간사건사분석’을 이용하였으며, 민선지방정부가 구성된 1995년부터 2008년까지를 관찰 기간으로 하여 지역축제의 채택여부와 이에 영향을 미칠 것으로 예상되는 변수들의 시계열 데이터를 분석하였다. 분석결과 외부적 결정요인으로 제시한‘지역축제를 채택한 이웃정부의 수’는 지역축제의 확산에 긍정적인 영향을 미치는 것으로 나타났다. 또한 내부적 결정요인으로 제시된 변수 중에서 재정자립도와 주민일인당 문화공간수는 지역축제의 확산에 긍정적인 영향을 미치는 것으로 나타났으나 지방정부의 규모를 나타내는 예산액의 크기, 주민수, 주민일인당 공무원수 그리고 총 세출액 등은 지역축제의 확산에 영향을 미치지 못하는 것으로 나타났다.
Abstract
The purpose of this study is to explain the policy innovation-diffusion factors and their strength and make contribution to the study of local government's policy diffusion through understanding the policy innovation-diffusion-factors and their strength. In this study, the regional festival cases were selected for explaining local governments' policy innovations and diffusion. The unit of analysis is local governments in kyunggi province, and the observation time period is from 1995 in which local governments have been organized by popular election vote to 2008. The analysis method is discrete time event history analysis with discrete time logistic model. In Conclusion, the number of nearby local governments that have adopted regional festivals, Self-Reliance Ratio of Local Finance and the number of cultural facilities to residents have positive influence on the regional festival diffusion. To the contrary, the size of local governments such as the number of residents, per public servants, total budget and expenditure are found to have no significant effect on regional festival diffusion.
