지방자치단체 통합관리기금의 채택에 미치는 영향요인에 관한 연구: 정책 확산 통합모형을 중심으로

통합관리기금은 기존에 운영되던 기금운용방식과 달리 개별기금들의 여유자금을 통합하여 관리하고 이를 효율적으로 이용하고자 도입된 기금의 형태로 2013년 현재 76개 기초자치단체가 관련조례를 채택하였다. 기금의 목적과 취지를 고려할 때 통합관리기금 조례의 채택은 일종의 재정관리 혁신의 도입으로 볼 수 있으며, 본 연구는 정책혁신과 확산의 모형을 사용하여 지방자치단체들에 의한 통관리기금 조례의 채택과정을 분석하였다. 분석기간과 연구대상은 2000년부터 2013년까지의 228개 기초자치단체들이며, 사건사분석(EHA)을 통하여 통합관리기금의 정책 확산에 관한 영향요인을 분석하였다. 분석결과를 요약하면 다음과 같다. 첫째, 외부적 요인에서는 광역자치단체 채택 변수와 지역확산 변수가 통합관리기금의 채택에 정(+)의 영향을 미치는 것으로 나타났다. 이는 통합관리기금을 채택할 때 광역자치단체와 주변 자치단체의 영향을 받고 있다는 것을 알 수 있다. 둘째, 내부결정요인 중 재정자립도변수와 기금의 개수에 관한 변수가 정(+)의 영향을 미치는 것으로 나타났다. 즉, 예상했던 대로 재정자율성이 높아 기금투자가 용이하며, 다수의 기금을 운용하여 통합의 필요성이 높은 기초자치단체들이 통합관리기금을 채택하는 확률이 높았다.
Abstract
A integrated management fund is a newly established fund in order to integrates excess cash of each fund for using efficiently. By 2013, 76 local governments have adopted the integrated management fund and this case is seen as having a meaning as policy diffusion case. The study targeted 228 local governments from 2000 to 2013. In addition, 76 local governments which have adopted integrated management fund are analyzed by Event History Analysis(EHA) for finding influence factors of Policy diffusion. Followings are analysis of results. First, adoption by high government and diffusion of geographical show positive(+) influence on policy diffusion. This indicates when the local government has adopted the integrated management fund, have received the influence by high government and neighbors. Second, financial independence rate and number of funds show positive(+) influence on policy diffusion. Therefore, local governments which have a lot of funds and high financial independence rate have adopted integrated management fund.
