Abstract

Local governments lobby the central government to realize and promote their interests, such as increasing intergovernmental fiscal transfer and solving regional issues. This is called intergovernmental lobby. To ensure that their interests are reflected in the policies of the central government, they tend to influence the policymaking process of the central government. As part of such efforts, not only metropolitan and provincial but also district level local governments operate their Seoul offices. In the case of metropolitan and provincial governments, all 15 metropolitan and provincial governments except Seoul and Sejong operate Seoul offices, while 47 (23.4 percent) of 201 municipalities, excluding 25 autonomous districts in Seoul, operate Seoul offices. The Seoul office is set up to be playing a role in maintaining and managing relations with central government officials, lawmakers and journalists, securing intergovernmental fiscal transfer, attracting investment and promoting local specialties and tourism resources. According to a logistic regression analysis of the factors influencing the establishment of the Seoul office, neighborhood effects are at play in the establishment of the Seoul office, and the experience of the head of a local government, the ratio of households engaged in agriculture or fishing, the per capita local tax, and the ratio of urban population affect the establishment of the Seoul office.
