중국 사회보장지출의 결정요인에 관한 연구

본 연구는 중국의 2007〜2011년 기간 31개 지방(성, 시, 자치구)자료를 이용하여 패널자료를 구축하고 고정효과모형(fixed effects model)과 확률효과모형(random effects model)을 각각 추정하여 사회보장지출 수준에 영향을 미칠 수 있는 요인들을 분석하였다. 분석결과 도시화율, 실업률, 전년도 지출수준, 조세부담률 등 변수들이 사회보장지출 수준에 통계적으로 유의한 양(+)의 영향을 미치는 것으로 나타났다. 반면 소득수준을 나타내고 있는 1인당 GRDP는 사회보장지출 수준에 통계적으로 유의한 음(-)의 영향을 미치는 것으로 나타났는데 이에 대해서는 향후에도 추가로 반복 검증할 필요가 있다고 판단된다. 아울러 중국정부는 사회보장제도 개선을 통해 사회보장 대상을 도시에서 농촌으로 확대시켜 사회보장지출을 늘리고 농촌주민들의 다양한 사회보장 프로그램 개발에 적극 나서야 할 것으로 판단된다.
Abstract
This study is to investigate factors, which could affect the level of social security spending, by establishing panel data collected from 31 Chinese local governments (castle, city and autonomous district)from 2007 to 2011, and by assuming fixed effects model and random effects model respectively. As a result, it was found that factors such as urbanization level, unemployment ratio, Proportion of previous year expenditures, per person and tax burden ratio tends to have statistically positive impacts on social security spending. Meanwhile, GRDP representing the income level per person shows statistically negative impacts on social security spending.It is because Chinese social security system is heavily concentrated on labor in urban area, making social security spending irrelevant to income’s rising. Therefore, with enhanced social security system, Chinese governmentrequires to extent the object of social security from urban to rural area in order to increase social security spending. Furthermore, the government has to step up its effort for developing social security program aiming to rural people.
