이 연구는 우리나라 지방자치단체의 사회복지지출에 공간적 자기상관성이 존재하는지의 여부를 검증하고 있으며, 이를 바탕으로 공간회귀모형을 통해 사회복지지출에 영향을 미치는 요인들을 규명하는 것을 목적으로 하고 있다. 주요 분석결과는 다음과 같다. 첫째, 사회복지지출의 공간적 자기상관성을 진단한 결과 전역적 자기상관성과 국지적 자기상관성 모두 존재하는 것으로 나타났다. 둘째, 공간오차모형을 통한 사회복지지출 영향요인 분석결과 공간변수는 주민 1인당 사회복지비에 통계적으로 유의한 정(+)의 영향을 미치는 것으로 나타났다. 이 연구는 공간적 자기상관성이 존재하는 경우 이를 고려하지 않은 OLS 모형의 결과는 사회복지지출과 영향요인 간의 관계를 왜곡할 수 있다는 함의를 제시하고 있다.
Abstract
This paper investigates whether there is spatial autocorrelation in social welfare expenditures of local governments, using the data of 228 Korean local governments in 2012. The main findings are summarized as follows. First of all, the results showed that local government spending on social welfare was spatially correlated, implying it is more appropriate to use spatial autocorrelation model rather than OLS model to examine the factors influencing social welfare expenditures. Next, in Rock and Queen Model, spatial effects were found to be statistically significant and have positive impacts on social welfare spending per capita. Overall, the empirical evidence of this study suggests that the presence of spatial dependence can cause bias in OLS estimates of the impact of potentially important factors on social welfare expenditures.
