한국과 영국의 지방자치단체평가 제도 비교

초록

본 연구는 한국과 영국의 지방자치단체평가 제도를 비교하여 한국에의 시사점을 도출하기 위해 수행되었다. 분석을 위해 평가와 관련한 이론과 선행연구를 검토하여 양 국의 평가 제도를 비교할 수 있는 비교 틀을 구성하였다. 분석 결과, 한국의 지방자치단체 합동평가는 제도 개선을 위한 노력이 미흡한 반면, 영국의 BV, CPA, CAA 제도는 한국에 비해 수행된 기간은 짧지만 지속적으로 제도 개선의움직임을 보이고 있고 중앙과 지방이 협력하고 있다는 차이를 발견하였다. 본 연구에서는한국의 지방자치단체 합동평가 제도가 개선되는 것이 필요하고 이해관계자의 의견을 수렴하는 참여형 평가 제도의 형태로 발전되는 것이 필요하다고 제안하였다. 또한, 평가 결과가 좋지 않은 지역의 성과 향상을 유도할 수 있는 구체적인 전략을 도출할 필요가 있다.

Abstract

The purpose of this study is to compare the System of Evaluating LocalGovernments in Korea and the UK and suggest some implications to Korea. To achieve this, we study literature review and preceding research, and make aframework to compare the System of Evaluating Local Governments. As a result of analysis, there are little effort for Combined Evaluation ofLocal Government(CELG) to develop the evaluation systems. On the other hand,BV, CPA, and CAA made ceaseless efforts to develop the evaluation systems,and central and local governments cooperate with each other. We propose thatthe legal systems of CELG should be improved, participatory evaluation whichprovides for the active involvement of stakeholders should be made. In order toinduce ‘poor’ local governments to be ‘excellent’ local governments, we shouldmake specific plans.
