저출산 정책으로써 출산장려금의 정책 효과성 연구: 서울 25개 자치구들을 중심으로

초록

통계청의 집계에 의하면 2015년 우리나라의 출산율은 1.24명으로 2012년 이후 가장 낮은 수치이며, 1990년대 이후 출산율은 지속적으로 감소하고 있는 현황이다. 2010년대 이후 본격적으로 심화된 저(低)출산 현상은 사회적으로 매우 심각한 현상으로 인식되었으며, 이에 중앙정부 외에도 지방정부를 중심으로 출산율 제고를 위한 출산장려금과 같은 출산정책들이 시행되고 있다. 특히 서울시의 경우 2014년 출산율이 0.98명으로 지난 2000년 1.26명 이후 계속 감소하여 현재 주요 광역 자치단체들 중에서 출산율이 가장 하위순위에 위치하는 저조한 지역들 중 하나이다. 본 연구에서는 다양한 출산 장려 정책 중 시행초기부터 많은 논란을 불러일으켰을 뿐만 아니라 지방자치단체 자체 예산으로 집행되어 자치단체별 차별적인 정책집행 및 정책수혜가 나타나고 있는 출산장려금 정책의 효과성에 대한 검증을 서울시 25개 자치구를 대상으로 시도하였다. 25개 자치구를 대상으로 인구･사회학적 요인과 소득수준과 같은 경제적 요인을 고려하였을 때 출산장려금이 얼마나 출산율 증진에 영향을 미치고 있는지를 다중회귀분석과 같은 실증적 분석방법을 통해 확인한 다음, 분석결과를 바탕으로 출산장려 정책의 제고를 위한 시사점을 모색하는데 연구목적이 있다. 분석결과, 출산장려금 정책은 합계출산율과 출생아수, 혼인율에 주요한 영향을 미치지 못하는 것으로 나타났으며, 자치구별 소득수준, 고령인구비율, 이혼율, 조혼인율, 보육시설수준, 의료시설수준 등의 변수들이 출산율에 대해 긍정적인 영향을 미치는 것으로 나타났다.

Abstract

According to the data complied by the Statistics Korea, the national birthrate in 2015 was 1.24 which was the lowest number since 2012, and birthrate is continuously decreasing since 1990s. The low birthrate which became intensified in earnest since 2010 is being recognized as a very serious social phenomenon, and birthrate policies as childbirth grant for raising birthrate are being implemented around the central government and local government. In particular, the birthrate of Seoul-si in 2014 was 0.98 that it is currently one of the regions with lowest birthrate among major metropolitan councils as it decreased continuously since 2000. This study verified the effectiveness of childbirth encouragement policy which is showing discriminatory policy enforcement and benefits by self-governing body as it caused a lot of controversies from the beginning and executed by the budget of local districts(Gu) entity among various childbirth encouragement policies around 25 districts(Gu) in Seoul. The purpose of this study is to identify the effect of childbirth grant on promoting childbirth considering demographical·sociological factors and economic factors as income level around 25 districts(Gu) through actual analysis as multiple regression analysis, and to find implications for improving the childbirth encouragement policy based on the analysis result. According to the analysis result, it was identified that the childbirth encouragement policy is not making major influence on total fertility rate, the number of babies born, and marriage rate, and variables as income level, elderly population rate, divorce rate, crude marriage rate, level of nursery facility, and level of medical facility are making positive effect on birthrate.
