지방직영기업의 부채감축 및 재정건전성 관리방안: 요금현실화를 중심으로

본 연구에서는 지방직영기업 중 상수도와 하수도의 부채 감축 방안과 재정건전성관리방안을 살펴본다. 부채의 통계는 현금주의 방식인 환경부방식보다는 기업회계기준인 안전행정부방식에 의거하며, 분석기간은 최근 3년으로 한정하였다. 상수도와 하수도 사업은 현재까지 지방자치단체 일반회계 전입금과 국고보조금 등에 의한 재원보전이 있어 왔지만, 앞으로 중앙정부재정과 지방정부재정의 어려움이 가중되기 때문에 부채 관리에 많은 문제가예상된다. 상수도와 하수도 부문에서 효율적인 관리를 기본으로 하고 요금현실화를 추진하여 부채를 감축하고, 직영공기업의 재정건전성을 제고할 필요가 있는 시점이다. 패널분석 결과 상수도의 경우 요금현실화가 부채를 감축할 수 있는 것으로 나타났으나,하수도의 경우는 통계적 유의성은 없었다. 그러나 이는 하수도 요금의 현실화가 전국적으로 매우 낮은 것에서 비롯된 것이며, 낮은 요금 현실화율을 감안한다면 요금현실화가 부채감축에 필수적이다. 상수도와 하수도의 요금인상을 위해서는 현재의 공정보수율규제방식에서 벗어나 가격상한제 방식으로 물가와 연동된 요금인상이 필요하다. 요금인상의 정치적 부담을 덜기 위해서는 광역별 독립규제위원회를 설치하여 요금을 인상하는 방안을 고려하여 볼 수 있다.
Abstract
This study searches for debt reduction policies and financial management ofKorean In-house Local Public Enterprises using recent 3-year debt statisticsfrom Ministry of Security and Public Administration which are based onbusiness accounting standards rather than using statistics from Ministry ofEnvironment which are based on cash basis accounting. Though water andsewer sectors are in a stable debt condition, such financial soundness is due tosubsidies from general account and outside government such as national grants. Rate increase is critical to the fiscal soundness of Korean In-House LocalPublic Enterprises. The one-way random effects model confirms that rate increase can reducewater utilities debt level. Though this is not the case for sewer utilities, thecurrent low rate level implies that rate increase will help sewer utilitiesbusiness conditions. It is strongly recommended that an independent regulatorycommission should be established to increase water and sewer rate on aregular basis using price cap regulation.
