지방상수도공기업의 위탁운영이 비용효율성에 미치는 영향에 관한 연구

지방상수도공기업은 대부분 직영으로 운영되고 있지만, 2004년부터 효율성을 개선시킬 목적으로 논산에서 위탁운영으로 전환한 후 현재까지 25개 지자체에서 위탁운영을 하고 있다. 효율성을 개선시키기 위하여 위탁운영을 도입했지만 위탁운영의 문제점도 있기 때문에 위탁운영이 효율적인 운영을 담보하는 것은 아닐 것이다. 따라서 본 연구에서는 지방상수도공기업의 위탁운영이 직영으로 운영하는 것보다 실제로 비용효율성이 높은지를 실증적으로 분석해보고자 하였다. 이를 위해 DEA를 활용해 비용효율성 점수를 구하고, 위탁운영이 비용효율성에 긍정적인 영향을 주는지를 확률효과 패널토빗분석을 이용해 실증분석했다. 분석결과에 따르면, 본 연구에서 관심이 있는 운영유형은 5% 유의수준에서 통계적으로 유의미한 영향을 미치지 않는 것으로 나타났다. 이는 위탁운영을 맡긴 지자체가 수탁자에 대해 적절한 관리․감독을 병행하지 않아 수탁자인 한국수자원공사나 한국환경공단의 도덕적 해이가 발생한 것과 관련이 있을 것으로 추측한다. 마지막으로 이를 해결하기 위한 정책적 방안을 제시한다.
Abstract
Although most of the local public water utilities enterprises are operated by the local government directly, the local government who changed into contracting out has increased since 2004 for the purpose of improving efficiency. Contracting out will not always guarantee the efficient management because of some problems of contracting-out. Thus, I tried to analyze empirically whether the cost-efficiency of local public water utilities enterprises which are managed by K-water or Korean environment corporation (trustees) is higher than that of local public water utilities enterprises which are managed by the local government. I analyzed cost-efficiency scores using DEA and analyzed empirically whether contracting out has a positive impact on cost-efficiency using random effect tobit panel model. According to the results, the relationship between the operation types and the cost-efficiency is not statistically significant in the 5% significant level. I assume that the local government who chose contracting out did not monitor and supervise trustees which is K-water or Keco effectively. Thus, moral hazard of trustees would occur, which precludes trustees from improving the cost-efficiency. Finally, I suggest some policy implications.
