지방정부와 시민사회단체 간 파트너십에 대한 상호 인식 연구

초록

새로운 통치 패러다임으로 지역 거버넌스는 행위 주체 간의 파트너십 형성을 전제로 한다. 이 연구는 지방정부와 시민단체 간의 파트너십 형성에 미치는 요인에 대하여 공무원집단과 시민사회단체 활동가가 서로 어떻게 인식하고 있는가를 실증조사하였다. 조사자료는 집단별로 요인분석을 하고, 파트너십의 구축 정도에 대한 인식을 종속변수로 하여 다중회귀분석을 하였다. 분석 결과 지방정부와 시민사회단체 간의 파트너십이 형성되지 못하는 요인을 자기보다는 주로 상대 파트너에게서 찾고 있었다. 공무원의 파트너십 인식에 미치는 요인으로 구조와 과정 요인, 멤버십 요인, 환경요인을, 시민사회단체 활동가의 경우는 구조와 과정 요인과 환경 요인이 주로 영향을 미치는 것으로 나타났다.

Abstract

Local governance is a new governing paradigm and is based upon a premise partnership between actors. This study sets a research question, "how bureaucrats and civic activists recognize the partnership between local government and civil society organizations?" To answer the question, this study empirically tested that what factors are affecting the partnership between local government and civic groups. To find out potential influence factors, this study conducted factor analysis and multiple regression analysis. The result shows that both actors ascribe a failure to the partnership to other parties. Public officers think that the lack of civic group's goal, capacity, and trust inhibit the partnership, whereas civic activists think that the low access to information and the insufficient acceptance of local government.
