지방자치단체와 시민사회단체간 관계에 관한 탐색적 연구:광주광역시 공무원 인식을 중심으로

초록

지방자치행정 수행에 있어서 시민사회단체의 역할에 대해 때로 견제장치로서 역할을 할 뿐만 아니라, 주로 협력보완관계의 파트너십 당사자로 긍정적으로 평가하고 있는 것으로 나타났다. 광주시 지방정책과정에 지역 NGO의 참여필요성에 대해서는 공무원들은 한결같이 공감하는 것으로 조사되었다. 거버넌스 시대 광주시 공무원들의 자율자치의식과 협력적 파트너십에 대해 열린 사고를 갖고 있는 것으로 조사되었다. 공무원들은 광주지역 NGO들이 다른 지역에 비해 더 활발한 것으로 인식하고 있었다. NGO의 시정참여 활성화에 대한 장애요인으로 작용하는 것으로는 NGO의 전문성 부족과 시민의 참여의식 부족을 주요인으로 꼽았다. 그리고 광주시와 NGO간에 협력관계가 가장 필요한 분야로 환경보전감시분야(31.7%), 소비자보호분야(15.6%), 인권보호 및 신장분야(12.1%), 교육 및 청소년사업분야(10.6%) 등의 순으로 조사되었다. 지역 NGO들은 지방정부와 비판적이고도 역동적인 상호작용을 통해 지방정책과정에 시민의 의사를 투입하도록 하되, 무엇보다도 시정부와 지역 NGO간 신뢰관계가 구축될 수 있도록 시에서 먼저 적극적인 노력을 할 필요가 있다. NGO도 회원 확대재생산구조를 갖추고, 재정문제를 해결해 시정부 의존을 탈피하며, 운영위원회의 전문성을 제고하고 국제 네트워크를 구축하며, 진솔하고 하고 싶은 이야기를 마음껏 할 수 있는 분위기가 되어야 한다.

Abstract

In accomplishing local government administration, it sometimes not only plays a restraining role for NGO, but also it was shown to be evaluated positively as a partnership party for cooperative and supplemental relationship. Regarding the necessity for the participation of local NGO in local policy process of Gwangju Metropolitan City, it was researched for public service personnel to consistently become identified with it. It was also researched to have an open mind for the autonomous self-government consciousness of public servants of Gwangju Metropolitan City of Governance Period and their cooperative partnership. Public servants were recognizing that NGOs of Gwangju area are more active than other areas. The lack of the professionalism of NGO and the lack of participating consciousness of citizen were selected as the major causes of the barriers against the activation of participation in administration of NGO. And, the areas that the cooperative relationship between Gwangju City and NGO is the most necessary were researched in the order of environmental supervision area(31.7%), consumer protection area(15.6%), human right protection and enhancement area(12.1%) and education & young people business area(10.6%). It is necessary for local NGOs to insert citizens’ opinion in local policy course through the critical and dynamic interaction with local government, however, it is also necessary for city to make active efforts first of all to be able to make confident relationship between city government and NGO. It is also necessary to have a mood for NGO to able to have membership enlargement and reproduction structure, avoid the dependence on city government by solving financial problem, consider the professionalism of management committee, establish international network and exchange true and frank talk as much as they want.
