지역 사회혁신 촉진을 위한 참여적 지역 거버넌스의 역할 : 서울시 성북구와 충남 홍성군을 사례로

초록

최근 사회혁신에 대한 관심이 증가하면서 다양한 측면에서 논의가 확대되고 있다. 본 연구는 사회혁신에 대한 다양한 접근 방식 중, 지역 다양한 주체들이 참여하여 공동의 의제를 발굴하고, 협력적 숙의과정을 통해 혁신적인 해결방법을 모색하는 과정으로서의 참여적 지역 거버넌스 체계에 초점을 맞춘다. 실제로 지방자치단체들은 지역의 문제를 해결하기 위해 다양한 사회경제적 정책(사업)을 추진하게 되는데, 이 과정에서 민관 협력적 거버넌스 구축을 강조한다. 즉 지역사회 내 주요 주체들이 적극적으로 참여하고 협력함으로써 공동으로 문제를 해결하고자 하는 참여적･협력적 정책(사업) 추진 전략을 모색하고 있는 것이다. 따라서 지역의 문제해결, 즉 사회혁신을 위해 추진하는 여러 가지 사회경제적 정책들은 내용적 측면으로 이해할 수 있으며, 이 과정에서 참여적･협력적 지역 거버넌스의 구축은 절차적 측면으로 볼 수 있다. 본 연구가 주목하는 것은 그 거버넌스의 구조 및 전략이 사회혁신을 촉진시킬 수 있는, 즉 사회혁신 친화적 형태여야 한다는 것이다. 따라서 본 연구에서는 이론적 논의를 통해 사회혁신과 지역 거버넌스의 관계를 설정하고, 서울시 성북구와 충남 홍성군 사례를 거버넌스 구조와 사회혁신적 전략의 측면에서 분석하였다. 양 사례 모두 참여적 거버넌스 구조를 마련하고, 다양한 지역 주체의 참여를 확대하려는 노력을 확인할 수 있었다. 명확한 목표의 설정을 통한 사회적 요구 충족, 새로운 아이디어의 실천, 사회의 실천 역량 증진, 부문 간 교차, 그리고 개방적･협력적 네트워킹 등의 사회혁신적 전략의 측면에서도 두 사례는 다양한 실험들을 발전시켜 왔다. 그러나 거버넌스 구조 및 사회혁신적 전략의 활용에 있어 여러 가지 문제점과 한계점도 동시에 나타났다. 이러한 분석결과를 바탕으로 본 연구는 지역 사회혁신 플랫폼으로서의 참여 거버넌스의 역할을 모색하고, 정책적 제언을 제시하였다.

Abstract

Along with an increasing interest in social innovation, theoretical and practical discussions have been developed in various aspects, from what social innovation is and how to realize it in practice. This study understands participatory local governance from a procedural aspect for local social innovation, where diverse local actors are involved to set common agendas at the local level and find innovative solutions through collaborative deliberation. In reality, local governments promote various socio-economic policies (projects) to solve diverse local problems. In this process, they emphasize to build collaborative governance. Therefore, these various socio-economic policies pursued for solving local problems can be understood in terms of contents, while participatory and collaborative local governance can be understood as a process. The main argument of this study is that the structure and strategies of such participatory and collaborative local governance should have a social-innovation-friendly form that can promote social innovation Therefore, this study develops a theoretical discussion on the relationship between local governance and social innovation, and conducts case studies to analyze the characteristics of the governance structure and social innovative strategies in Seongbuk-gu and Hongseong-gun. The study finds that the two cases both establish a participatory governance structure and try to make efforts to expand participation of various local actors. In addition, the two cases have developed various experiments in terms of socially innovative strategies such as meeting social needs through the establishment of clear goals, implementing new ideas, promoting social practice capacities, cross-sectoral interaction, and open and collaborative networking. At the same time, the study also finds several problems and limitations of the two cases. Based on this case analysis, finally, this study seeks the role of participatory local governance as an enabling environment for social innovation, and provides future policy suggestions.
