거버넌스레짐을 통한 협력적 거버넌스에 관한 탐색적 분석 - 성북구 지역사회혁신계획 사례를 중심으로 -

본 연구의 목적은 협력적 거버넌스 현장에서 드러나는 현상과 내부 구조의 영향을 파악하여 총체적인 이해를 시도하는 것이다. 사례로 성북구 지역사회혁신계획을 선정하고, 협력적 거버넌스 통합모델을 변형하여 적용하였다. 이를 위해 문헌연구와 관계자 26명을 인터뷰하여 자료를 수집하였다. 인터뷰 내용을 기반으로 민관의 협력 인식을 비교하고, 운영형식을 통해 주요 구성원 파악 및 구조적 특성을 파악하고, 거버넌스 레짐을 통해 구성원 간의 연합 구성과 특성을 분석하였다. 분석 결과, 첫 번째로 성북구 공무원과 시민사회 사이에는 리더십과 인센티브 확보 지점에서 주된 협력 형태가 나타났다. 두 번째, 운영 형식에서는 성북구 외부의 서울시장과 서울시 공무원도 중요한 구성원으로 나타났으며, 내부적으로는 민과 관의 역할이 분절되여 갈등구조가 나타났다. 세 번째, 거버넌스 레짐의 측면에서 정치계 연합, 정치계-시민사회 연합, 정치-계층제 임시 연합 그리고 계층제의 작동 가능성을 확인했고, 이 구조를 통해 협력이 유지되는 것으로 나타났다. 네 번째, 공무원과 시민단체 간 연합이 형성되지 않는 이유로 계층제와 시민사회의 특성 차이, 파트너십 형성 부재, 대면 논의 부족, 자원 투입 및 성과에 관한 인식 차이, 공무원의 인센티브 인식, 공무원의 시민사회에 대한 맹신 또는 불신을 들 수 있다. 결론적으로 성북구의 협력적 거버넌스는 겉으로 드러나는 민관의 협력 형태는 약하나, 내부 구성원 간 연합을 통해 협력적 거버넌스가 유지되는 것으로 나타났다.
Abstract
The purpose of this study is to derive a holistic understanding of the collaborative governance by identifying the effects of external phenomena and internal structures. Seongbuk-gu's Community Innovation Plan was selected as a case and the Integrated Collaborative Governance Model was applied. For this purpose, we conducted in-depth interviews with 26 stakeholders and literature review. Through the interview results, we compared the perceptions of public-private collaboration, identified key members through the analysis of the operation process, and analyzed the alliances and characteristics of members by the governance regime. The results of the analysis are as follows. First, there is partial collaboration between officials and civil society in the areas of leadership and incentives. Second, the role of the public and private sectors is fragmented, with the mayor of Seoul city officials as important actors. Third, in terms of governance regimes, we identified the existence of a political alliance, a political-hierarchical ad hoc alliance, a political-civil society alliance, and a hierarchical system, and found that collaboration was maintained through these structures. Fourth, the reasons of the lack of alliances between officials and civil society include the differences in the characteristics of civil society and hierarchical system, lack of partnerships, lack of face-to-face discussions etc. In conclusion, while there appeared to be a lack of collaboration in the outward public-private collaborative process, it was found that within governance, collaboration was sustained through alliances of members.
