복잡하고 다양한 사회문제를 해결하기 위한 대안으로 사회혁신이 주목을 받으면서, 사회혁신에 대한 논의가 전 세계적으로 이루어지고 있다. 사회혁신 전담부서가 생겨나고, 사회혁신 기금이 조성되며, 각종 사회혁신프로그램이 실행되고 있다. 이러한 사회혁신의 흐름에서 강조되고 있는부분 중의 하나는 시민들의 참여이다. ‘문제에 직면한 사람이 가장 유능한문제 해결자’(제프 멀건 2011)라는 말처럼 사회적 수요를 가장 잘 이해하고 적절한 해결책을 개발하는 것이 시민이기 때문이다. 시민들은 혁신적인 아이디어 창출의 원천이 될 수 있고, 사업의 절차적 정당성을 높일 수있다. 이에 본 연구에서는 사회혁신을 주요 행정 기조로 사용하고 있는 서울시를 사례로 선정하여 서울시의 사회혁신사업 현황을 분석하고, 사회혁신사업에서 시민참여의 유형을 파악하고자 하였다. 또한, 사회혁신이 포괄하는 범위가 광범위한 현 상황에서 서울시민과 사회혁신가들이 생각하는 사회혁신의 개념을 재정의하고, 설문 조사 결과를 통해 서울시의 사회혁신 역량을 파악하였다.
Abstract
Social innovation has become a topic of international discussion, after receiving attention as an alternative solution to a variety of complex social issues. Departments in charge of social innovation have been established, social innovation funds have been created, and many social innovation programs have been launched. Within these varied activities, the element of citizen participation is commonly emphasized. This is because citizens can provide appropriate solutions to social issues based on their deep understanding of social demands; the people closest to a problem are often most capable of solving it. Furthermore, citizens themselves are a source of innovative ideas, and their participation can guarantee the procedural legitimacy of a project. This paper takes Seoul as an exemplary case of a city that has pronounced social innovation as its policy base. It analyzes the state of Seoul’s social innovation projects and identifies the types of citizen participation in these projects. In addition, with the current definition of social innovation being substantially broad, this paper attempts to redefine the conception that Seoul citizens and social innovators have of social innovation, and grasps Seoul’s capacity for social innovation based on survey results.
