국토·지역 정책 추진을 위한 외국인 대상 통계 현황 검토와 정책제언: 법무부·행안부 통계의 지역별 비교를 중심으로

이 연구는 외국인 관련 국토·지역 정책 추진을 위한 통계 현황을 검토하고 개선방안을 제시하였다. 법무부 「출입국·외국인정책 통계」, 행안부 「지방자치단체 외국인주민 현황」, 국토부 「외국인 토지·주택 보유통계」, 통계청 「인구주택총조사」, 통계청·법무부 「이민자체류실태 및 고용조사」 등 주요 통계의 조사 방법과 특성을 분석하였다. 그리고 지자체별 외국인 현황을 파악할 수 있는 기초자료인 법무부 ‘장기체류외국인’과 행안부 ‘한국국적을 가지지 않은 자’에 대해 시·군·구 단위에서 통계값을 비교하였다. 분석 결과, 지역별 통계값의 차이는 불법체류자 포함 여부와 91일 연속 체류 기준 적용 등 통계 작성 방법의 차이에서 기인한 것으로 나타났다. 이는 지역마다 다른 양상을 보였는데, 특히 외국국적동포가 밀집한 수도권 지역과 불법체류자가 많은 산업단지 지역에서 두드러졌다. 이와 같은 분석 결과에 따라 정책 목적에 맞는 통계 선택과 분석 방법 그리고 해석의 유의점을 제시하였다. 또한 증거 기반의 외국인 대상 국토·지역 정책 추진을 위해 불법체류자 통계 개선, 다양한 속성 조합의 통계 추출 지원, 외국인의 지역 간 이동 통계 신규 작성 등을 제안하였다. 이 연구의 결과는 외국인 대상 국토·지역 정책 수립을 위한 과학적 근거 마련에 기여할 것으로 기대된다.
Abstract
This study examines the current status of statistics for territorial and regional policy implementation concerning foreign residents and suggests improvements. It analyzes the survey methods and characteristics of major statistics, including the Ministry of Justice's "Korea Immigration Statistics", the Ministry of Interior and Safety's "Status of Foreign Residents in Local Governments", the Statistics Korea‘s "Population and Housing Census", the Ministry of Land, Infrastructure and Transport 's "Status of Foreign Land and Housing Ownership", and the Statistics Korea-Ministry of Justice's "Survey on Immigrant's Living Conditions and Labour Force". The study compares administrative districts level statistics between the Ministry of Justice's "Long-term Foreign Residents" and the Ministry of Interior's "Non-Korean Nationals". The analysis reveals that regional differences stem from variations in statistical compilation methods, such as the inclusion of undocumented residents and the application of a 91-day continuous stay criterion. These differences are particularly pronounced in metropolitan areas with high concentrations of overseas Koreans and industrial complexes with numerous undocumented residents. The study suggests guidelines for selecting appropriate statistics and proposes improvements including better undocumented resident statistics, support for various attribute combinations, and new statistics on foreign residents' inter-regional movement.
