한국의 등록 외국인 주거이동 특성 분석

초록

본 연구는 한국의 등록 외국인(이하 ‘외국인’)의 주거이동 특성을 실증적으로 분석하는 것을 목표로, 외국인의 정주비율과 수도권과 비수도권 지역 간, 시·도 간 주거이동 패턴을 분석하였다. 구체적으로, 본 연구에서는 외국인의 국적별 상이한 특성을 고려하기 위해 외국인을 중국동포, 아시아 개발도상국, 기타 국적 외국인으로 구분하여 한국인 대비 다양한 공간 위계에서 주거이동 패턴을 분석하였다. 연구 결과, 외국인들은 한국인에 비해 전반적으로 낮은 정주비율, 즉 높은 주거이동률을 보였는데, 이는 낮은 사회적 자본과 정보 및 자본접근성 등으로 인한 주거불안정 가능성을 시사한다. 세부적으로는 외국인 그룹별, 지역별로 정주비율 및 이동 패턴에서 상이한 양상이 확인되었다. 중국동포의 경우, 수도권 지속거주 비율은 76.1%로 매우 높으나 7년 동안 동일한 행정동에 머무르는 정주비율은33.0%로 매우 낮게 나타나 수도권 내에서 높은 빈도의 주거이동을 하고 있는 것으로 나타난 반면, 아시아 개도국 출신 외국인의 경우 정주비율이 평균 43.3%로 비교적 높고 비수도권에서 안정적으로 머무르는 비율이 상대적으로 높게 나타났다. 기타 국적 외국인의 경우서울 및 수도권 정주비율이 높게 나타났다. 한편, 모든 외국인 그룹에서 한국인과 유사하게수도권 선호 현상이 뚜렷하게 나타나 향후 장기적으로 국적에 관계없이 외국인의 수도권집중 현상이 더욱 강화될 수 있음을 시사한다. 본 연구 결과는 외국인 그룹 특성에 따라 이주 빈도와 경로가 달라지는 양상을 실증적으로 제시함으로써 향후 외국인의 주거안정성 제고와 세분화된 외국인 집단별 이주 특성에 대한 심도 있는 후속 연구 필요성을 제기하고 있다. 본 연구는 설문 기반이나 특정 지역 중심으로 이루어진 기존 외국인 주거이동 연구의 한계를 보완하여, 전국 단위 외국인 전수에 대한 2015년과 2022년 거주지를 비교하여 주거이동 데이터를 새롭게 구축하고 주거이동 패턴을 실증적으로 분석한 데에 의의가 있다.

Abstract

This study empirically analyzes the residential mobility patterns of registered foreigners in South Korea, focusing on residential mobility rates and patterns between metropolitan and non-metropolitan areas, as well as between cities and provinces. To account for differences in nationality-specific characteristics, foreigners were categorized into Korean Chinese, Asian developing countries, and other nationalities. Residential movement patterns were analyzed across various spatial hierarchies and compared to those of Koreans. The findings indicate that foreigners exhibit lower retention rates, or higher residential mobility rates, compared to Koreans, implying potential residential instability stemming from limited social capital and restricted access to information and financial resources. Notably, distinct patterns in retention rates and movement trends were observed across foreigner groups and regions. For Korean Chinese, 76.1% resided continuously in metropolitan areas, but only 33.0% remained within the same administrative district for seven years, indicating frequent internal movements within metropolitan areas. Foreigners from Asian developing countries displayed relatively high settlement rates of 43.3% on average, with a stable presence in non-metropolitan areas. Meanwhile, foreigners of other nationalities showed a higher concentration in Seoul and metropolitan areas. Similar to Koreans, all foreigner groups demonstrated a clear preference for metropolitan areas, suggesting that the concentration of foreigners in these areas may intensify over time, regardless of nationality. These findings highlight significant variations in migration frequency and routes depending on the characteristics of foreigner groups, underscoring the need for further in-depth research on enhancing residential stability for foreigners and analyzing migration patterns of specific foreigner subgroups. This study addresses the limitations of prior research on foreign residential mobility, which often relied on surveys or focused on specific regions. By comparing nationwide residential data from 2015 and 2022, it builds new empirical evidence on residential movement patterns, offering meaningful insights into foreigner settlement dynamics in Korea.
