건설사고 감소를 위해서 설계 안전성 검토제도(design for safety: DfS) 제도가 수립되었지만, 건설안전 및 시공에 대한 설계자의 전문성 부족과 관련 전문가와의 협업 부족 등의 문제가 발생하고 있다. 이 연구의 목표는 이와 같은 문제점들을 완화할 수 있는 DfS를 활성화하는 방안을 제안하는 것이다. 먼저, 선행연구 검토와 전문가 자문을 통하여 설계자의 DfS 수행 지원을 위해 필요한 사항을 전문성과 협업, 발주자 관점으로 도출하고, DfS 활성화 방안 9가지를 제안하였다(①DfS 교육 프로그램과 전문가 자격제도, ②주요 공종별 DfS 매뉴얼 및 가이드 작성, ③DfS 우수 사례집 및 효과 공유, ④DfS 지원 시스템, ⑤안전설계 전담부서 설립, ⑥설계사의 DfS 수행 대가 산정기준 수립, ⑦발주자의 DfS 수행 직접 발주, ⑧건설사의 설계 참여를 위한 발주방식 확대, ⑨녹색건축물 인증제도에 가점 부여). 그 후, 설문조사를 통하여 제안한 활성화 방안의 중요성과 시급성을 평가하고, 우선순위를 분석하였다. DfS를 수행하는 설계사에게 적합한 대가를 지급하는 방안과 건설안전·시공에 대한 설계자의 전문성을 보완하는 방안의 중요성과 시급성이 높아서 제안한 활성화 방안 중에서 ‘⑥설계사의 DfS 수행 대가 산정기준 수립’과 ‘②주요 공종별 DfS 매뉴얼 및 가이드 작성’, ‘⑦발주자의 DfS 수행 직접 발주’의 우선순위가 가장 높게 나타났다.
Abstract
The design for safety (DfS) system was established to mitigate construction accidents. However, challenges such as designers’ lack of expertise in construction and safety and non-collaboration with relevant experts continue to hinder its full implementation. This study proposes methods to address these issues and activate DfS more effectively. By reviewing previous studies and consulting with experts, the factors needed to support designers in DfS performance were identified from three key perspectives: improving expertise, strengthening collaboration, and clarifying the role of the owner. Nine activation plans were proposed to revitalize DfS: 1) Establish DfS training programs and expert qualification systems; 2) Create DfS manuals and guides for each major construction type; 3) Share DfS best practices and their effects; 4) Set up DfS support systems; 5) Organize a dedicated safety design department; 6) Establish DfS fee standards by designers; 7) Direct ordering by the owner to perform DfS; 8) Expand delivery methods that allow construction companies to participate in the design process; and 9) Award additional points in the green building certification system. Thereafter, the priority was identified by evaluating the importance and urgency of the proposed DfS activation plan through a survey. The three activation plans with the highest priority were ⑥ Establish DfS fee standards by designers, ② Create DfS manuals and guides for each major construction type, and ⑦ Direct ordering by the owner to perform DfS. These items were prioritized due to the high importance and urgency of ensuring that designers are compensated appropriately for their DfS work and that their expertise in construction and safety is enhanced.
