본 연구는 기존 선행연구가 주목하지 않았던 외국인 주민의 거주지 분리 패턴을 분석하였다. 이를 위하여 2014년 기준 전국 252개 시군구의 외국인 주민의 거주지 분리를 하위의 지리적 분석단위인 3488개 읍면동 단위의 내국인과 외국인 주민 인구수를 이용하여 거주지분리의 균일성(evenness), 군집성(clustering), 집중성(concentration) 지표를 통하여 측정하였다. 또한 시군구 단위로 측정한 외국인 거주지분리 수준에 대하여 지리정보시스템(GIS)을 활용한 지도그리기(mapping)로 시각화시켜서 외국인 주민의 거주지 분리 현상의 공간적 변이를 탐색적으로 살펴보았다. 분석결과 균일성 차원의 거주지 분리 정도에 있어서 우리나라 상당수 시군구의 외국인 주민 거주지 분리의 수준은 주요 이민 국가의 거주지 분리 수준에 육박하는 것으로 나타났다. 또한 주민등록인구 대비 외국인 주민 비율이 높은 곳은 수도권에 집중되었던 반면에 외국인 거주지 분리가 높은 지역은 수도권은 물론 영남권 등 일부 지방에도 분포되었다. 따라서 일반적으로 사용하는 외국인 주민 인구 비율이라는 지표가 외국인 주민의 거주 패턴에 있어서 중요한 맥락을 지닌 공간적 분리와 집중을 효과적으로 보여주지 못한다는 점을 확인하였다. 또한 부정적인 사회경제적 파급효과를 이끌 가능성이 높은 외국인 주민의 거주지 분리를 보다 정확하게 측정할 수 있는 지표가 활용될 필요가 있다는 점을 보여주었다.
Abstract
This study aims to investigate the pattern of immigrant segregation in Korea that previous literature has failed to pay scholarly attention to so far. In order to measure the level of immigrant segregation for entire 252 si-gun-gu units in the nation, the present research utilized 2014 population data including the number of local and foreign residents and then measured the residential segregation for foreign residents by focusing on the most important indices such as evenness, clustering, and concentration. Technically, we visualized the level of immigrant segregation for si-gun-gu units through mapping skill to explore the spatial variation of immigrant segregation in Korea. According to the results, a significant number of areas are currently struggling with a severe level of immigrant segregation which appears to come close to the level of racial segregation in US. In addition, the areas with high immigrant segregation are spatially clustered in not only Seoul Metropolitan region but also some southeastern region of Korea while the areas with high percentage of foreign population are highly concentrated in Seoul Metropolitan region. Thus, one-dimensional statistic showing the percentage of foreign population is difficult to pin down the trend of spatial separation and concentration with respect to residential pattern of immigrants in Korea. As a result, this paper emphasized the necessity of better indices to more accurately measure immigrant segregation which is likely to cause negative socio-economic effects.
