미국 특수교사의 자격 및 임용체제 고찰-캔자스, 워싱턴, 뉴욕 주를 중심으로-

본 연구는 최근 교원임용제도의 개선방향에 따라 구체적인 임용개선 방안에 대한 논의가 이루어지고 있는 시점에서 미국 특수교사에게 요구되는 자질과 제도 및 정책에 따른 임용제도와 절차에 대해 살펴봄으로써 국내의 교원 양성 및 임용 제도에 대한 시사점을 제공하는 데 그 목적이 있다. 먼저 미 연방법으로 시행되는 교육법들에서 명시한 교원의 자질에 대한 부분과 일반적인 교원 임용 체계를 알아본 후, 특수교사 임용과 관련한 자격증 및 임용 제도의 실제를 확인하기 위해 지리적제도적 특성을 고려하여 미국 내 세 개의 주(캔자스, 뉴욕, 워싱턴 주)를 선정하여 각 주에서 이루어지는 자격증 제도와 임용 제도에 대해 살펴보았다. 세 개의 주에서는 초기 자격증을 발급받고 주에서 정한 일정한 자격요건을 갖추어 상위 자격증으로 승급하는 다단계 자격증 제도를 채택하고 있었으며, 상위 자격증으로 승급하기 위해서 각 주에서는 수행 평가 등 현장 중심의 다양한 프로그램 및 평가 제도를 마련하고 있었다. 또한 초기 자격증 취득을 위한 시험으로는 미국 교육평가원에서 주관하는 전국 규모의 시험, 해당 주에서 자체적으로 개발한 시험, 그리고 이러한 두 가지 시험을 함께 사용하는 등 세 개의 주에서 각기 다른 제도를 채택하고 있었다. 국내 특수교사 양성 체제에 대한 제언으로 첫째, 특수교육 교원 양성에 있어서 교과 내용 측면을 강조함으로써 교육과정의 전문성을 확보하여야 하고 둘째, 보다 실제적인 현장 중심의 교육과정 운영이 이루어져야 할 필요가 있다.
Abstract
The purpose of this study were to explore special education teacher examinations and certification systems in the U.S. and to suggest practical guidelines for those in Korea. The concept of highly qualified special education teacher under federal education laws as well as the desired role and quality of special education teachers defined by department of labor were introduced by and then state-level special education teacher examination and certification systems were explained in detail. With due regard to geographic location and teacher qualification system, three states were chosen, including Kansas, New York, and Washington. From the results of the review, implications for special education teacher preparation programs in Korea and for future research are discussed.
